The Association of Towns and Municipalities of Slovakia (ZMOS) is concerned about the statements of members of the government who are considering that the self-government will be subordinated to the central government.

“We are convinced that even the difficult situation in which the Slovak Republic finds itself cannot be a reason to consider centralization or orders in relation to local territorial self-government,”
ZMOS spokesman Michal Kaliňák informed in response to the published audio recording from Monday’s (11 January) meeting of the Slovak government.
We are not rivals
As he further noted, local territorial self-government is based on the principles and values defined in the Constitution of the Slovak Republic, constitutional laws and international treaties.
He further stated that local self-government is not a rival or rival, but a partner of the state and state administration. “After all, she did it during every test for a new coronavirus, and it is clear to everyone that without the involvement of cities and municipalities, it might have ended in fiasco.” specified Kaliňák.
According to him, since the first comprehensive testing, the association has called on the government to be connected with the tracing.
At the turn of the year, it also appealed to state representatives that local governments will cooperate in testing the population, but the state must prove that it is materially and personally prepared.
Orders and regulations
“Instead of a brief and factual answer, however, we are witnessing reflections on orders and regulations that are excluded from the principles of decentralization and the rule of law.” The spokesman noted that ZMOS called on the representatives of the Slovak government to formulate the starting points for partnership and cooperation that can really help the country.
At the government meeting on Monday, the Prime Minister of the Slovak Republic Igor Matovič (OĽANO) said that the planned nationwide testing should be about local governments, while mayors and mayors must show that they care about the people.
“I am in favor of giving them orders and amending the law so that in such a situation, when it comes to the protection of life and health, they have to follow the instructions of the army or the Ministry of Health,”
stressed.
