The main trial at the Regional Court in Brno continues in the case of alleged corruption at the Brno-střed town hall, the so-called Stoka case. A witness from the accused company Kros-stav on Thursday described that his company had the necessary materials for the orders before they were published. He also said that the bid price already included ten to 15 percent, which were submitted for the won contract.
Witness David Ž. he worked in Kros-stav as a budgeter. He stated that he also knows the co-owner of the company, Lubomír Smolka. Both Smolka and Kros-stav are among the defendants. According to him, Smolka received documents for the contract, including the design budget, for some contracts before the contracts were published.
According to him, Smolka first received them from the accused businessman Pavel Ovčarčín, later from the former head of the investment department of Brno-center Petr Liškutin (formerly ANO). Ovčarčin had previously pleaded guilty, Liškutin admitted to accepting one bribe.
The witness described how the ten to 15 percent of the company’s offer budget, which was paid elsewhere after the contract was completed, was transferred. According to him, the design budget was limited and it was a question of whether the company could carry out the contract at this price, including the payment of money. The witness then had the task of drawing up a budget for which the company could actually carry out the contract.
It was mostly lower than the design budget. When this was the case, the company applied for the contract after publication, stating that its bid price was within the design budget, but increased by the required percentages compared to the actual situation.
“We applied with a price to fit into the design budget. It already contained the required percentage, so the application included my budget plus an extra percentage. Mr. Smolka passed them on to someone, but I do not know who,” said the witness.
In the case, 11 people and two companies are indicted, including the former politician for the YES movement, Jiří Švachula. According to the Public Prosecutor’s Office, he was the head of an organized group as the deputy mayor of the Brno-střed district, which influenced dozens of contracts for the Brno-střed town hall. Švachula denied the guilt. According to the public prosecutor, the amount of bribes reached up to 47 million crowns, which were 27 contracts in the Brno-střed district. Also about dozens of other affected contracts for real estate management of the city district.
