Prague – Former lower house chairman Radek Vondráček (YES) and SPD leader Tomio Okamura, who was deputy speaker of the Chamber of Deputies in the last election period, will compete in Tuesday’s secret election of the deputy speaker of the Chamber of Deputies. This follows from information about club nominations provided to ČTK today by the chairman of the election commission, Martin Kolovratník (YES). After the inaugural meeting of the Chamber, one vice-presidential position remained vacant. Neither Vondráček nor Okamura succeeded in the election at the time.

According to the plans of the parliamentary majority represented by the ODS, KDU-ČSL, TOP 09, Pirates and STAN, the vacancy in the presidency now belongs to the opposition movement YES. However, the representatives of the coalition had reservations about Vondráček, even though, according to them, he led the Chamber professionally.

At the inaugural meeting, at least 98 deputies were required to be elected. Vondracek received 92 votes in both rounds. Okamuru was elected by 80 deputies in the first round, and seven more in the second round.

The election of the Vice-President of the House will be the first item on the second meeting, which will begin on Tuesday afternoon. One vacancy in the House Bureau remained vacant even after the inaugural meeting in the last parliamentary term. At that time, deputies elected ODS nominee Petr Fiala as deputy chairman of the Chamber on the third attempt. Now Fiala is a coalition candidate for the new prime minister, President Milos Zeman should appoint him on Friday.

The House will also establish standing commissions that oversee, for example, the activities of intelligence services and other institutions, including the General Inspectorate of Security Forces, the National Security Office, the National Office for Cyber and Information Security and the Financial Analysis Office. It will also confirm the chairmen of the lower house committees elected by their members on Wednesdays and Thursdays. The lower house meeting should be adjourned on these days. MEPs will also attend parliamentary delegations to interparliamentary organizations.

The draft program also includes confirmation of the amounts that the state will pay to political parties to cover election expenses, and approval of the rules of procedure according to the affiliation of deputies to individual clubs. At the inaugural meeting, Members sat in alphabetical order in the Chamber.

For example, MEPs could include on the agenda of the second plenary session of this parliamentary term the drafts adopted by the government in connection with the rapid rise in covidem-19 diseases. These are proposals for the introduction of a crisis nursing allowance in the amount of 80 percent of the earnings base and also a contribution of up to 370 crowns per day to compensate for wages or salaries for quarantined people.

Additionally, the program could also include a request for the extradition of the incumbent Prime Minister Andrej Babiš (YES) to prosecute in the Stork’s Nest case. The prosecutor sent her to the lower house last week on Tuesday. According to the Rules of Procedure, the Chamber must decide on the request at the first following meeting. He is likely to suspend its deliberations. Members will not yet have the recommendation of the Credentials and Immunities Committee, which has already requested access to the file.

The New House is not complete after the inaugural meeting. Four deputies apologized for the health reasons and did not take the prescribed promise. These are Jiří Carbol, Pavla Golasowská, Maria Jílková (all KDU-ČSL) and Josef Flek (STAN). The promise of the Zlín Region Governor Radim Holiš (YES), who resigned at the end of the first meeting, is also taking the oath at the second meeting. He will be replaced by Margita Balaštíková, who was a YES Member in the last two parliamentary terms.
