Suara.com – The toll road tariff hike that is carried out in the near future is considered aimed at attracting investors and providing investment certainty.
The statement was conveyed by a transportation observer from Soegijapranata University Semarang, Djoko Setidjowarno, as reported by Antara on Saturday (16/1/2021).
“The toll road tariff adjustment is actually aimed at attracting investors. We hope that currently there are many toll road investors,” he said.
According to Djoko, toll road rates will undergo an adjustment every two years. However, this adjustment is not immediately enforced, considering that the toll road business entity (BUJT) as a toll road operator must meet the minimum service standards (SPM) that have been made by the Toll Road Regulatory Agency (BPJT).

“Thus, the toll rate adjustment process must go through a long process until it is approved by BPJT, this is what the public should know,” he said.
The Head of Advocacy for the Indonesian Transportation Society (MTI) also added that toll tariff adjustments are also a burden for toll operators. Because the operator has to count return of investment, cash flow and so on because in the future toll roads must be given to the state, such as Jagorawi Toll Road.
The reason Jagorawi toll tariff is affordable is because this toll road already belongs to the state, so the tariff charged is only for the purpose of toll road maintenance and maintenance.
In addition, Djoko also proposed that toll tariff adjustments do not apply to public transport and logistics, considering that more than 80 percent of toll road users are private vehicles.
Still according to him, if public transport and logistics are exempted from the tariff adjustment, vehicles with over-dimension over load (ODOL) capacities may not take advantage of this opportunity and must still be banned.

Previously, the Executive Vice President of the Corporate Secretary of PT Hutama Karya (Persero) Muhammad Fauzan said that the toll tariff adjustments were made in order to guarantee BUJT to improve services and as a form of certainty on investment returns and maintaining investor confidence according to business plans.
“The toll road is an investment issued by BUJT, so there needs to be a refund from toll revenues and if the return is not in accordance with the agreed business plan, it can have an impact on the sustainability of the toll road,” said Fauzan in a written statement.
In addition, toll tariff adjustments are made to build a conducive toll road investment climate, fulfillment of toll road concession agreements (PPJT) as a form of government cooperation with business entities and support logistical mobility. (Among)
