At the proposal of the Ministry of Mining and Energy, the Government of the Republic of Serbia adopted a new Regulation on energy-vulnerable customers, which provided for three times more funds for the protection of energy-vulnerable citizens, instead of the current 1.3 billion dinars, four billion dinars were earmarked for this purpose. The decree improved the criteria so that as many citizens as possible could exercise the right to reduce their bills.

In addition to the right to reduce the monthly payment obligations for electricity and natural gas, it is possible for the first time to reduce the bill for thermal energy, from 40 percent to 60 percent of the bill, depending on the number of household members.

The upper limit of total household income has been raised, which will enable more households to benefit from reduced bills. In addition to the categories that were recognized by the previous regulation, the right to the status of vulnerable customer is now also available to the recipients of the increased allowance for the assistance and care of another person.

The new Regulation also provides that a rural household can acquire the status of an endangered buyer regardless of the area of the residential unit. It is also important to emphasize that no previous debt for electricity, natural gas or thermal energy does not exclude the possibility of acquiring the status of an energy-vulnerable customer.

All these changes made it possible for the 191,000 most vulnerable households to benefit from benefits instead of the previous 68,000 households. Four billion dinars have been allocated for this purpose in the Budget Proposal for 2023.

As before, the request is submitted to the local self-government unit based on the place of residence. The local self-government is obliged to respond to the request within one month, as well as to submit data on energy-dangerous customers to the energy supplier every month.

At the time of the world energy crisis and the daily increase in the prices of energy and energy products, by increasing the number of households that have the right to reduce their bills for electricity, natural gas and thermal energy, the state provides additional preventive protection for the most vulnerable citizens.
