In Captain America : Civil War, General Ross of Hurt is definitely quite annoying for the superheroes who still and always resist the regulations, and the laws in force. Civil war concerning the Sokovia accords may seem over, but series WandaVision confirmed that the clauses remained active after Vision’s body was stolen. Ross is also unlikely to change his point of view just because Tony Stark is dead.
In the wake events of WandaVision and the series Falcon and the Winter Soldierit is even more likely to push for better regulation. And what better way to do it than lead a team of alternate heroes (namely the Thunderbolts), to show the Avengers what kind of fire he gets?
Red Hulk in the comics
In the comicsRoss’s alter ego Red Hulk led the Thunderbolts alongside a crowd of enlisted anti-heroes and villains, and even with the little information we have at the moment regarding the Thunderbolts movie, it is already said that the latter should include Ross as a leader (and this, even if it is manipulated to constitute the team).
As in the comics, it is very likely that Ross be the leader of the new little gang, and we have an additional clue thanks to Endgame.

Ross’s role in Black Widow Also constitutes an intriguing element that could favor his transformation into the Red Hulk. As Natasha Romanoff said, Ross had another heart attack when he was on her trail. However, we know that it is of a man defined by his pride, and a superiority complex that manifests itself in the idea that the Avengers don’t have to be above him (and the laws). The idea that he might succumb to something so “human” than a heart attack, while superheroes resist everything, and some are even immortal, can be quite unbearable to him. Faced with death, Ross might well give up your body to become the Red Hulk. It is in any case a possible arc of phase 5.
Fundamentally, General Ross Becoming the Red Hulk is the smartest way to end your arc in the MCU, and introduce the Thunderbolts. He is obsessed with Banner, and we know he attended Tony Stark’s funeral in Endgame. The fact that he was present is a major clue to the sequence of events, since a leadership position is now to be taken, and the character could very well imagine a team of government sponsored superheroes. With phase 4 which already deals with a character from the legacy of the Hulk, namely She-Hulk, the stage is set for Ross to take the role of the Red Hulk in the next movie Thunderbolt from Marvel.
