Red Army Boulevard and Art Boulevard so close, and so far. They are separated by several tens of meters, but as if they are miles away from each other. The main obstacle between them for years is the embankment on which the railway corridor is locatedr. Until recently, the plan was to remove this obstacle by breaking through the underpass, which would finally connect these two boulevards, but it seems that, at least for now, there will be nothing.

About three years ago, a contractor was selected for the preparation of technical documentation and execution of works, ie the penetration of the underpass itself, in the meantime the deadline was extended for justified reasons, but in the end from this job, as Politics he finds out, there will be nothing after all. However, it is not clear how the reconstruction and modernization of the Belgrade-Novi Sad railway suddenly appeared as an obstacle to breaking through the underpass, if it is known that this topic was very current at the time of announcing the tender for breaking the traffic connection between Art Boulevard and Red Army Boulevard.
The tender for the most favorable bidder for the preparation of technical documentation and the penetration of the underpass was completed at the end of spring 2018. A consortium gathered around Energoprojekt civil engineering whose offer was correct, and which is had the task to do the documentation in 270 days and to perform construction works in the field in 210 days, that is, build a level crossing of the Belgrade – Batajnica – Sid (Subotica) railway and Bulevar umetnosti. The contractor was introduced to that job, with a gross value of 312 million dinars, in August of the same year.
In the meantime, the authorities in the city made a decision to amend the contract on this public procurement, which extended the deadline for the completion of all this work until September 26, 2020. The reason for that was that Energoprojekt at the end of June 2019, submitted a request for extension of the agreed deadline – to obtain an additional half a year from the date of obtaining location conditions for the preparation of technical documentation, noting that field work can begin no earlier than March 1, 2020. This request was justified by delays in issuing necessary conditions.
The plan was for the builders to finish all the work related to the documentation under the existing railway, they make an underpass with three traffic lanes for each direction, a dividing belt, sidewalks on both sides and bicycle paths.
At the end of 2019 Directorate They pointed out that the construction of the underpass will be harmonized with the reconstruction of the railway and that the bridge will be built first at the position of one track, and then the other, in order to enable the functioning of the railway traffic. There was no word on the definitive suspension of this project and the agreed termination of the contract at that time.
The idea was to connect the Boulevard of Arts and the Boulevard of the Red Army to enable a quality traffic connection between the parts of New Belgrade that are separated by a railway. Thus, only two years ago, they stood out in the city, relieving the existing roads. Currently, a three-lane intersection is in operation in that part of the city, and the construction of an underpass would provide a four-lane intersection that connects the inner main ring road with these two boulevards. If this underpass is built in the near future, it will be used for the last traffic connection under the railway, whose embankment crosses a part of New Belgrade, from Toša’s well to Yuri Gagarin. Earlier, the embankment on the same railway line, at the intersection with Yuri Gagarin Street, was breached.
To connect the Boulevard of Arts and Dr. Agostina Neta Street Directorate for Construction Land it had already announced a tender in 2015, but at that time there were no interested bidders.
