According to the Rules of Conduct, mandatory for citizens and organizations, upon the introduction of a high alert or emergency situation …, having received instructions (instructions) from authorized officials, including through the media or telecom operators, citizens are required to evacuate from the territory, on which there is a threat of an emergency, or from the emergency zone.
For failure to comply with these instructions, a citizen may be given a warning or an administrative fine in the amount of 1 to 30 thousand rubles (part 1 of article 20.6.1 of the Administrative Code of the Russian Federation) may be imposed on him.
Children are evacuated together with their parents. The only exceptions are cases when children are in kindergartens and schools at the time of the emergency. In this case, the parents are informed of the places of evacuation of the children so that they can pick them up or stay with them.
