The request of the İBB administration to cancel the free allocation of the historical Fatih Municipality building to Fatih Sultan Mehmet Foundation University was rejected.

The IMM Assembly discussed the IMM administration’s proposal for the historical Fatih Municipality building, which was allocated to FSM Vakıf University for 25 years free of charge in 2010 and is still used as the Rectorate building by the University.

IMM management, in the proposal; In the decision of the TCA auditors regarding another foundation university in 2017; He reminded that he made the assessment that “Although foundation universities have public legal personality, they cannot be considered as public administrations in terms of allocation, as stated in the regulation, so it is not possible to allocate a property belonging to the municipality to the university with or without a fee.”

The allocation decision regarding the IMM land on the shore of the Golden Horn given to Bilgi University was canceled by the IMM Assembly on 14 February 2019, on the grounds of the said Court of Accounts decision.

The proposal was rejected by the majority of the votes of the AKP Group.

The free allocation decision was taken during the period of IMM President Mevlüt Uysal, who preceded Ekrem İmamoğlu. Uysal is still the chairman of the board of trustees of FSM Vakıf University, to which the historical Fatih Municipality building was allocated.


The construction of the historical Fatih Municipality building started in 1913. The building was opened in 1914. The building with the inscription “Şehremaneti Fatih Municipality Office” written on the inscription on its door was also used as the district governor’s office.

The architect of the building is Yervant Terziyan.
