The card obviously has a reference design and it doesn’t matter that it is a PowerColor (AXRX 6900XT 16GBD6-MW2DHC). Due to the designation Bulk, it can also be assumed that it is not a boxed version, which, moreover, fully corresponds to the fact that these cards are not intended for retail.

Can they be offered in this way at all? This is a question that should be addressed by the seller rather than the customer, and we know that doesn’t bother much with such things, as they showed by the very premature sale of Core i7-11700K processors, which caused Intel a twist, but in the end we didn’t even know the consequences, if any.

The Radeon RX 6900 XT Liquid Cooled Edition is a version with full 5120 Stream processors at 2250 MHz (Game Clock), which is 200 MHz higher than the RX 6900 XT (including Navi 21 XTX). The maximum turbo is then 2435 MHz, which will also require 330W TDP compared to 300W on the normal version of the card.
