The number of criminal acts in the field of domestic violence increased by 13.4%


According to the IGPR, in the first 10 months of this year, the police issued 10,867 provisional protection orders, 4,319 of which were turned into protection orders by the courts. In the same period, the police intervened in 74,049 cases of domestic violence, of which 34,726 in urban areas and 39,323 in rural areas.

Nationally, in the first 10 months of 2022, the number of criminal acts in the field of domestic violence increased by 13.4% compared to the first 10 months of 2021, from 40,691 to 46,127 acts.

There were increases, compared to the same period in 2021, for hitting or other violence (from 24,682 to 28,668 acts), bodily harm (from 12 to 15 acts) and threatening (from 4,404 to 5,550 acts). Decreases were recorded in the crimes of attempted murder (from 51 to 45 acts), harassment (from 329 to 321 acts), family abandonment (from 5,257 to 4,662 acts) and ill treatment of minors (of at 409 to 361 facts).

The police officers show that “hitting or other violence” – 63% (28,668 acts), “threat” – 12% (5,550 acts), “family abandonment” – 10% (4,662 of facts), “non-compliance with measures ordered by protection orders” – 6% (2,826 facts) and “non-compliance with measures regarding the custody of the minor” – 4% (1,643 facts), which together represent 95% of the total.

According to the place of commission, 23,847 crimes were committed in the urban environment, 22,280 in the rural environment, 36,920 at home and 9,207 in the public space.

In the first 10 months of 2022, there was an increase in both the number of perpetrators (42,527) who commit such acts and their victims (48,263).

Of the total victims of domestic violence crimes, 7,954 are men, 32,814 are women, and 7,495 are minors.

During the same period, the courts issued 9,303 protection orders, 4,319 of which came from provisional protection orders.

Regarding non-compliance with the protection order, 2,826 crimes were reported, 19.8% more compared to the similar period of 2021, of which 1,799 in urban areas and 1,027 in rural areas.

Of the total provisional protection orders issued, 9,664 were confirmed by the prosecution units (88.9%) and only in 1,203 cases was the termination of the measures ordered.

Regarding non-compliance with the provisional protection order, 649 crimes were reported, of which 360 in urban areas and 289 in rural areas.

“During October 1-31, 2022, at the level of the Iași, Mureș, Vrancea and DGPMB county police inspectorates, units that entered stage I of the pilot project for the implementation of SIME, 284 protection tools were issued for victims of domestic violence, of which 199 temporary protection orders and 85 protection orders (issued by the courts). In 56 situations the measure was implemented , representing a percentage of 20% of the total provisional protection orders issued and protection orders issued by the courts. In 150 of the situations the victim refused electronic monitoring within the measures ordered by the provisional protection order, representing 75% of the provisional protection orders issued. In 5 situations, the aggressors refused to install the electronic surveillance devices, criminal files being drawn up.

With regard to the detected crimes, a total of 43 crimes were registered, of which 3 were for destruction, 19 for committing the crime of non-compliance with the protection order and 21 for committing the crime of non-compliance with the provisional protection order.

Preventive measures were ordered for 8 of the suspects of these crimes: 6 detentions, 1 preventive arrest and 1 judicial review.
