Those who failed to buy the necessary equipment can no longer work. Car owners who want to do the periodic technical inspection must first check if the station they are addressing is in order. RAR representatives say that any operator found on the site www.rarom.ro is authorized and can validate the ITP.
The regulations are part of the EU Directive 2014/45 which entered into force in May 2018 and from that moment the stations should have been equipped to align with the requirements. For the new rules, operators could be given a maximum 5-year exemption, exactly as long as the Romanian Auto Registry gave. The ITP stations were informed about the new European requirements as early as 2018, in order to have time to equip themselves with the required devices. This derogation has expired and the Directive enters into force today.
“Starting from Monday 22.05.2023, new legislative provisions will be implemented, imposed at the European level, which oblige ITP stations to be additionally equipped with certain equipment and devices specific to technical inspection activities. More precisely, it is about: devices for suspending the vehicle on one of the decks, installed at the viewing channel for class 3 stations, connecting devices to the electronic interface of the vehicle (no – scan tool) including OBFCM (no – taking over and transmitting actual energy consumption) for Class 2 stations, sliding platforms with certain improved technical characteristics for Class 3 stations, decelerometer with certain improved technical characteristics for Class 2 and 3 stations- a (no – a device that is used to check the efficiency of vehicle braking), LPG/CNG/LNG leak detection devices, as the case may be,” Roxana Dima, spokeswoman for the Romanian Auto Registry, told Jurnalul.
The inspection will be validated by the RAR server
Starting today, the method of transmitting data from the ITP stations to the server of the Romanian Auto Registry will also change. The operators have at their disposal a link that they were forced to download. With its help they can enter the server to enter the results of the vehicle test. Only in this way will they be able to validate the ITP. Those who have not bought the required devices can no longer carry out periodic technical inspections and will lose their authorization. In fact, since last week, the owners of ITP stations in the country have received information from RAR regarding the fact that from Monday they will have to operate according to the new regulations.
€10,000, just the consumption meter
There are many owners who did not have the opportunity to buy the equipment, which, they say, is very expensive. Under these conditions, they will no longer be able to issue the hologram and the stamp that validates the ITP.
“We were doing technical checks after a stream we’ve been working with for over 20 years. Later, according to the rules, they ask us to scan the cars, put testers on them and scan for errors. You need a very expensive and very modern device for something like that. That device that can determine consumption costs around 10,000 euros. I didn’t have the opportunity to buy it, because I didn’t have money. Even though I had 5 years at my disposal, let’s not forget that there were two years of the pandemic, in which I didn’t really work. From Monday there will be stations that can no longer work. I will not do ITP inspections anymore, staying only with the service. All this fuss is to get rid of used cars. They are 10-year-old second-hand cars that will not pass the tests. Not all people have money to buy new cars. Those from the European Union give directives according to their interests, not our pockets,” said Anghel Popa, a car service owner.
