To support the construction of primary schools in the vicinity of Prague, the Ministry of Education wants to increase subsidies in a program approved by the government five years ago. According to him, due to the delay of some projects and rising prices, it is necessary to raise the original amount by approximately 141 million crowns to 1.8 billion crowns. The duration of the program should be extended by two years until 30 June 2025. This follows from the material of the Ministry of Education, which should be discussed by the government in the near future.
The program to support the construction of primary schools in the so-called ring around Prague was approved by the government in November 2016. It set an amount of 1.66 billion crowns and a duration until June 30, 2023. Of the ten selected projects for subsidies, finished six. The office would like to raise the contribution to the other three, namely in Říčany, Přezletice and Ondřejov. He proposed to move the school project for the union of municipalities in Úvaly to a new program, which the government approved this year.
According to the ministry, it turned out that the unfinished projects were undervalued. “The current situation in the construction sector, the enormous increase in the prices of building materials and construction work, the state’s requirements for the energy intensity of new public administration buildings and environmental sustainability have exacerbated this deficit,” the office said. According to him, in the localities around Prague, the need to expand places in schools is still critical, so he considers the completion of the planned construction to be essential.
For the construction of a new primary school on Comenius Square in Říčany, the ministry is asking the government to increase money from approximately 163 million to 222 million CZK. In the case of the construction of a school for the union of the municipalities of Přezletice, Podolanka and Jenštejn, the Office would like to increase the support from CZK 201 million to CZK 362 million. According to him, the subsidy for the construction of a school in Ondřejov should increase from CZK 212 million to CZK 343 million. Based on the application, support for the project in Úvaly has already been transferred to a new subsidy program approved by the government this summer until 2028, the ministry added. According to him, about CZK 453 million should go to the project in Úvaly instead of the originally planned CZK 241 million.
According to the Office, the increase in the original subsidies for selected projects should be covered by unused expenses due to the deletion of support for the school in Úvaly. A reserve of around CZK 39 million should remain in the original program, which could be used for further growth in prices for construction in Ondřejov.
In July, the government approved a plan to send another 6.8 billion crowns to develop the capacity of primary schools over the next seven years. According to the Minister for Regional Development Klára Dostálová (for YES), the money will go to projects financed from multiple sources. Subsidies will be able to be used, for example, for school canteens. The lack of places in schools and kindergartens has long been one of the biggest problems for Central Bohemian communal politicians.
