The Ministry of Health (MZ) SR together with the Ministry of Education, Science, Research and Sport (MŠVVaŠ) SR are working to streamline the process that would allow physicians from third countries easier access to the Slovak healthcare system. As Zuzana Eliášová, a spokeswoman for the Ministry of Health of the Slovak Republic, stated for TASR, patient safety is in the first place for the Ministry of Health.

She reminded that every health care worker, not only a doctor who enters the system of providing health care in Slovakia, must meet the conditions for the performance of the medical profession. She explained that a doctor from abroad with a qualification from a third country must have a recognized proof of education from the Ministry of Education under standard conditions, and is obliged to take an additional exam at Slovak medical faculties to prove the same level of acquired knowledge and skills as required in Slovakia.

“He also demonstrates the language skills needed for conversation with the patient and colleagues in Slovak. A doctor from abroad must also be registered in the relevant professional organization, ie in the Slovak Medical Chamber. In the case of a specialist doctor with a qualification from a third country, such as a surgeon, he is similarly assessed whether his education meets the required level of specialization education in the Slovak Republic, “she informed.

Eliášová reminded that within the legislation of the so-called Lex Corona, during the first wave of the COVID-19 pandemic, simplified the conditions for pursuing the activities of a doctor qualified in a third country by introducing the institute of a temporary traineeship. This allows doctors to intern in a hospital and help in the care of a patient even without the final recognition of professional competence, but such a doctor must perform activities under the supervision of an established specialist doctor.

She added that during a crisis situation, language skills are proved to the doctor only by a solemn declaration, and the Ministry of Health thus responds flexibly to a serious epidemiological situation.

“The health sector is also currently working to simplify and extend the conditions of the institute of temporary internships for health professionals from third countries, as well as to simplify the temporary and occasional pursuit of the health profession for citizens of European Union countries,” she said.

She added that in terms of assistance from abroad, the Ministry of Health of the Slovak Republic currently registers several offers from several ministries, namely from Germany, Romania, Poland and Austria.

Healthcare professionals from third countries have the ambition to help the Slovak healthcare system in the current pandemic situation, but they encounter several legislative obstacles. This was pointed out at a press conference on Tuesday by the International Association of Physicians in Slovakia (MALnS). Jana Bittó Cigániková (SaS), Chairwoman of the National Council (NR) Committee of the Slovak Republic, and Andrea Letanovská (For People), a member of the Health Committee, expressed their political support.
