“Starting with January 13, 2021, the state of alert is extended by 30 days on the entire territory of the country, established by Government Decision no. 394/2020 on the declaration of the state of alert and the measures that are applied during it to prevent and combat the effects of the COVID-19 pandemic ”, is shown in the decision of the Executive.
The substantiation note states that, although between November 20 and December 29 the trend was decreasing, in the last 6 days (01.01 – 06.01.2021) there is again an increase in the daily average number of confirmed cases.
“In the absence of maintaining restrictive measures, it is very likely that the upward trend in the number of new cases will continue. (…) Community transmission has continued, concluding that it is necessary to maintain or even strengthen the level of compliance with health protection measures by all sections of the population and to minimize the cases of persons who neglect such measures “, the note states. substantiation.
Among other things, the state of alert provides for the maintenance of the obligation to wear a protective mask in public spaces, at work, in commercial spaces, as well as in public transport, for all persons who have reached the age of 5, maintaining the weekly testing of care and assistance staff, specialist and auxiliary staff working in residential care and assistance centers for the elderly, residential centers for children and adults with and without disabilities, as well as for other vulnerable categories, maintains the bans on the organization and holding rallies, demonstrations, processions, concerts or other types of gatherings in open spaces, as well as gatherings of the nature of cultural, scientific, artistic, sporting or entertainment activities in closed spaces, maintaining the prohibition of holding meetings on the occasion of holidays , anniversaries, parties in closed and / or open spaces, public and / or private, etc.
Sports competitions can take place without spectators, cinemas and entertainment institutions can be opened with the participation of the public up to 50% of the maximum capacity of the space if the cumulative incidence in the last 14 days of cases in counties / localities is less than or equal to 1.5 /1,000 inhabitants, with the participation of the public up to 30% of the maximum capacity of the space, if the cumulative incidence in the last 14 days of the cases in the county / locality is higher than 1.5 and less than or equal to 3 / 1,000 inhabitants and are closed when the incidence of 3 / 1,000 inhabitants is exceeded.
The activity of religious cults, including collective services and prayers, is carried out inside and / or outside places of worship in compliance with the rules of health protection.

Decision no. 3 of 11.01.2021 was taken based on the analysis of risk factors from 7.01.2021, by taking into account the persistence of an increased number of infected persons on the national territory, as well as the daily appearance of new cases of infected persons, aspects which generates a constant pressure on the management capacity of the administrative-territorial units and of the sanitary system.
“Art.1 – It is proposed to extend the alert status on the entire national territory, for a period of 30 days, starting with 13.01.2021.
Art.2 – The measures for prevention and control of infections generated by the SARS-CoV-2 virus, necessary to be adopted starting with 13.01.2021, in the current epidemiological context, are provided in the annex to this.
Art.3 – Decision of the National Committee for Emergency Situations no. 1 of 03.01.2021 is completed at art. 3, para. (2), with three new letters as follows:
g) Romanian, maritime and river navigating personnel repatriated by any means of transport, presenting to the competent authorities the “certificate for workers in the international transport sector”, a model of which is published in the Official Journal of the European Union, series C, no. 96 I of March 24, 2020;
h) sea and river navigating personnel who carry out the exchange of crew on board ships in Romanian ports, regardless of the flag they fly, if at the entry into the country, as well as at the embarkation / disembarkation from the ship, they present to the competent authorities from the international transport sector “, the model of which is published in the Official Journal of the European Union, series C, no. 96 I of March 24, 2020;
i) navigating personnel disembarking from inland waterway vessels flying the Romanian flag in a Romanian port, provided that the employers provide the certificate for international transport workers and personal protective equipment against COVID-19, on travel time from the ship to the location where it can be contacted between voyages.
Art.4 – The present decision is communicated to all components of the National Emergency Management System, for implementation by order and administrative acts of their leaders “.
