The Government approved the Memorandum for unlocking the positions in Education


Dan Cărbunaru, the spokesperson of the Government, declared, on Wednesday, that the Memorandum for the unblocking of positions in education was adopted.

“It is an important and necessary decision, in the context in which, as I announced, just like last year, we give due respect to such important fields, such as education or health, by derogating from the rules by which the Executive decided to keep budget expenditures under control, eliminating a whole series of public expenditures in an effort to manage to keep the deficit under control in the targets that the Government has assumed. Therefore, for education, for health, they are exempted and these rules do not apply regarding the occupation of vacant positions, so that, through memoranda, within the Government, these decisions are approved. This is also the situation today, when the Government approved this memorandum of exemption from the provisions included in GEO 34 of May 12 regarding some fiscal-budgetary measures, the extension of some deadlines, but also the modification and completion of other regulations. In this way, the Government approves the organization of contests to fill vacant or temporarily vacant positions in higher education and pre-university education institutions for the current year,” said Cărbunaru.

For institutions in the academic field, the Memorandum provides that for the academic year 2023-2024 competitions can be organized to fill teaching and research positions, auxiliary didactic and non-didactic, as well as for vacant or temporarily vacant management positions within higher education institutions. This category also includes those from structures subordinate to the Ministry of Education and serving university education, namely university sports clubs or university central libraries.

“All teaching, didactic-assistant and research positions will be put out to competition between September 1 and December 31, 2023 at the level of higher education institutions and do not involve additional budget allocations since the current funds established by the State Budget Law369/2022 for the year in of course they are covering”, Cărbunaru also said.

With regard to pre-university education, for the current year the Memorandum provides for the organization of competitions to fill vacant or reserved teaching positions in pre-university education, competitions organized at the national level, the 2023 session, currently underway, competitions organized at the county level or in Bucharest, the session of the current year, and competitions for the occupation of teaching posts that are vacant during the 2023-2024 school year organized at the level of pre-university education units, including in county resource centers or psycho-pedagogical assistance, teaching staff houses, school clubs, palaces or children’s clubs.

“This decision is also valid for competitions or exams aimed at filling vacant or temporarily vacant didactic or auxiliary and non-didactic positions in pre-university education units, including resource centers and psycho-pedagogical assistance,” said Dan Cărbunaru.

The third category concerns the contests for filling the vacant management positions in the state pre-university education units.
