The court punished the doctor and pharmacist for fraud with prescription suspended

Olomouc – The Olomouc Regional Court punished general practitioner Vladimír Líčeník and pharmacist Luďek Konvička for extensive fraud with fictitious prescriptions in Valašské Meziříčí with a three-year sentence with a suspended sentence of five years. At the same time, he imposed a ban on both activities and fines in the amount of 100,000 crowns for a period of five years. The plaintiff originally demanded unconditional sentences, the judgment is not final, he is considering an appeal. The court heard the case for five years, hearing 600 witnesses. The court finally reduced the damage from the original 11.5 million crowns to 7.5 million. Some of the acts could not be proven.

According to the indictment, the doctor and the pharmacist committed fraud from 2006 to 2012. According to the public prosecutor, the makeup artist issued medical prescriptions in his own name for people whose personal data he obtained mainly from his patient records. He did so without their knowledge, the indictment states. He handed over the prescriptions for medicines and medical supplies to the operator of the pharmacy, Konviček, who submitted them for payment to the health insurance companies. According to the applicant, the insurance companies then paid for the medicines and medical supplies to the pharmacist’s bank account. Medicines and medical supplies were never given to patients, the plaintiff added. Both men denied guilt in court.

The court convicted Líček and Konvička of fraud. In the case, Martin Piperka, a medical examiner of the Ministry of the Interior’s Health Insurance Company, was originally charged with detention, who, according to the indictment, helped them escape criminal prosecution. However, the court acquitted him of the charges, the crime was not proven.
