From Thursday, February 11, amendments to the Binding Regulations of the Daugavpils City Government on the provision of social services and material support to vulnerable persons came into effect.
Amendments to the binding rules No. 21 “Social services of Daugavpils city municipality”, first of all, provide that now the right to receive psychosocial assistance or social assistance benefits will not only be for those who have declared themselves in the municipality or need the services of the Night Shelter, but people who at the moment, for objective reasons, do not have a declared place of residence. Each case will be considered individually.
The procedure for obtaining social taxi services is also changing: now clients will no longer need to conclude an agreement, as it was before. The conclusion of the Social Service that a person is entitled to this service will suffice. This will help ease the administrative burden.
The circle of people who will be able to receive free home care services has also been expanded. As before, the service is provided free of charge to persons of retirement age and persons with disabilities if the household has a low-income status. However, if until now the income level could not exceed 170 euros per month for each family member, now this threshold has grown significantly and is € 272 for the first or only person and € 190 for the rest of the persons declared in the household.
A new type of support has also been introduced: guardians of adults who were appointed by the Daugavpils City Orphan’s Court by its decision will henceforth receive 120 euros per year if the person under guardianship lives independently or together with the guardian, or 60 euros per year if the person under guardianship is in a long-term social care and social rehabilitation institution or in a specialized medical institution.
Thus, support will be provided to people who often do really hard work, not only as a legal representative, but also actually caring for both disabled people and relatives who have suffered a heart attack, stroke or other serious illness, or suffer from mental disorders. There are no government benefits for this category of guardians.
