Prague – According to ČTK sources, the broader KSČM leadership did not agree on a unified position on budget support at this afternoon’s meeting. The decision will probably be made by the House Club of the Communists. The lower house will vote on the government’s proposal to increase the deficit from 320 billion to 500 billion crowns on Thursday. The Chairwoman of the House Budget Committee, Miloslava Vostrá, suggested voting in favor of the increased budget in the discussion. The chairman of the KSČM, Vojtěch Filip, also expressed a similar opinion in the morning.
In the morning, Filip told ČTK that if the Communists had already approved the individual items, they should also vote in favor of the increase, including the tax package. According to the calculations of the KSČM, the individual items total approximately 480 billion crowns. “It costs about 480 billion, so probably yes, there will be some reserve,” Filip summed up. According to MP Jiří Dolejš, in addition to the economic aspects of the budget negotiations, it also has political ones. If the ODS and SPD had the courage to vote for the tax package, they should also vote for the budget adjustment, he said in the morning.
The Senate version of the package, as approved by deputies on December 22 last year, means a revenue shortfall of 89.5 billion crowns for the state budget. At that time, the approved state budget did not take that into account. 70 out of 104 deputies present voted in favor, namely YES, ODS and SPD deputies, two out of five people’s deputies, communist Miloslava Vostrá as the only KSČM club and four non-attached deputies from Tricolor and Jednotné.
Minister of Finance Alena Schillerová (for YES) proposes to approve the budget amendment in a state of legislative emergency. According to the proposal, total budget revenues should be 1.39 trillion crowns this year and expenditures 1.89 trillion crowns. Revenues should thus be lower by 102.7 billion crowns compared to the approved budget and expenditures higher by 77.3 billion crowns.
According to the economists contacted, the proposed deficit is unjustified. According to them, the current economic situation and the latest estimates of economic development would justify a deficit of around 400 billion crowns.
