The authorities of the Orenburg region reported the details of creating a special economic zone (SEZ), which will be located in the cities of Orsk and Sol-Iletsk. She was given the name “Orenburg”.
The region sent a corresponding application to the Ministry of Economic Development of the Russian Federation on June 29. Work on its preparation has been carried out since last December and was actually completed a month earlier.
“It is important for us to create our own regional advantages for investors,” says Denis Pasler, Governor of the Orenburg Region. – The opening of a special economic zone in the region will create about two thousand new jobs, which is especially important. Of course, there is a lot of work, and the effect will not be momentary. This is a project for years to come.
Until 2026, it is planned to place at least 16 residents on the territory of the SEZ. According to planned estimates, by 2030, the total investment will exceed 19 billion rubles, which is about 12 percent of the total investment in fixed assets of the Orenburg region in 2019. According to calculations, each ruble of budgetary funds invested in the infrastructure of the SEZ will attract four times more private investment. Over 1800 new jobs will be created, of which more than 75 percent are highly productive.
The volume of tax payments to the budget of the Orenburg region, as well as the local budgets of Orsk and Sol-Iletsk will amount to more than 3.6 billion rubles.
The SEZ will be located on two prepared land plots in Orsk with an area of 184.6 hectares and in Sol-Iletsk – 90 hectares. At the expense of the budget, they will be provided with basic infrastructure: electric networks with a capacity of over 80 MW, gas supply networks are designed for 24 thousand cubic meters per day, water supply and sanitation networks will also be laid.
Design and creation of infrastructure will be carried out in stages. Completion is scheduled for 2024. At the same time, resident enterprises can begin their activities from the moment of creation of the SEZ at the end of this – the beginning of next year.
Orsk is the second most populated and industrial city in the Orenburg region. The site in Orsk will focus on non-ferrous metallurgy, machine building, petrochemistry, mining, food and light industry. This specialization has historically developed in a city with a developed manufacturing industry and trained highly qualified personnel.
In the city of Sol-Iletsk with a population of more than 26 thousand people it is planned to place manufacturing enterprises, including processing agricultural products grown in the Orenburg region and oriented to export. The Sol-Iletsky district is the largest producer of gourds in the region. It is also proposed here to create a complex of transport and logistics centers for sorting and processing imported goods imported into Russia. Sol-Iletsk has a good position, it is located 70 kilometers from Orenburg and in close proximity to the border with Kazakhstan.
– In the Republic of Kazakhstan adjacent to the Orenburg Oblast, there are more attractive business tariffs for energy and lower tax rates compared to the Russian Federation. This may be a decisive argument in the fight for investors, ”says Ignat Petukhov, Director General of the Orenburg Region Development Corporation. – The creation of the Orenburg region SEZ will give the region a new impetus for the implementation of investment projects in the oil and chemical industries, agriculture, and manufacturing.
The application of the Orenburg region can be considered at the federal level this year. Today, there are about 25 SEZs in the country, where 30 thousand new jobs have been created at modern enterprises. Since the creation of the first SEZ in Russia in 2006, about 750 investors from 35 countries have become their residents. Special economic zones provide Russian and foreign investors with special conditions in the form of tax and customs benefits, removal of administrative barriers and other beneficial preferences.
