The state of emergency is valid until midnight on Monday, deputies refused to extend it. Concerns about the difficulty of deploying troops were one of the arguments for prolonging the state of emergency.
Metnar said he was sorry that the state of emergency had not been prolonged and that he understood the complexity of political negotiations. According to him, it would be more advantageous for the soldiers if the state of emergency continued. “But on the other hand, I want to reassure everyone, as we evaluated it, as we performed a detailed analysis, (soldiers) will continue to help in hospitals, in nursing homes as before,” the minister said.
As a reason why a state of emergency is more advantageous for the army, he said that it was a matter of the whole system. Without an emergency, for example, it is not possible to order the work of paramedics with whom soldiers cooperate in their deployment.
Ministry of Defense spokesman Jan Pejšek said that the system of combating the pandemic would not have managed the situation without the help of soldiers. He confirmed that the Ministry of Defense has prepared a legal analysis, according to which soldiers can help even without a state of emergency with the help of the Armed Forces Act. “The law for the approval of the deployment requires that there is a need for rescue operations and a situation where there is a significant threat to health or life. Both of these conditions are still met and we will meet the legal requirement even if we do not have an approved emergency,” added Pejšek. .
The deployment of soldiers in social and medical facilities is made possible by a government decree adopted by the government last April and amended in November. This regulation already refers to the Act on the Armed Forces in April and November, so the government does not have to change it due to the end of the state of emergency.
