The data comes from second quarterly report (January-March 2022) on calls for tenders and notices for technical services and integrated tenders concerning interventions based on PNRR and PNC resources, carried out byOICEthe Association of engineering and architecture companies belonging to Confindustria.
The comparison with the last quarter of 2021 sees a increase in the number of tenders + 135% and the value of the services offered for tender (+ 14%). The awarding of these activities is a prerequisite for the subsequent completion of works for an amount equal to 2,560 million, a figure down by 39.5% compared to the previous quarter.
Still important is the amount per assignment of support services to the contracting authority: 24 calls, 13% of the total, for a value of 22.7 million; in the last quarter of 2021 there were 23 for a value of 21.3 million.
In six months, the OICE PNRR Observatory registered 268 tenders for technical services and integrated contracts for interventions using PNRR and PNC resources, for a total amount of services of 369 million referable to approximately 6.7 billion of works.
OICE President Gabriele Scicolone comments on the data as follows: “This is an absolutely positive trend, a sign that – after the excellent work of the MIMS and the other departments that have made the resources available – the contracting stations have begun to land tenders to acquire PFTE and also design and construction supervision “.
OICE President: ‘absolutely positive trend’
“Now is It is important to insist on respecting the times to award the races and quickly stipulate the contracts that must be balanced and not oppressive as often happens. We also note that the use of open procedures is growing strongly (+ 90 %% over 2021, from 55 to 105) as well as the data on notices under 139,000 euros for designs, which have gone from 2 tenders to 38, a sign that even for these interventions the contracting stations still want to activate a competitive comparison avoiding to entrust directly “.
A relevant data, a consequence of the publication of the notices of the various departments that commit the resources of the PNRR, is that of So-called “special” public-private partnerships; the notices issued are 736: “we have a sensational figure – explained Scicolone – linked to the publication of notices issued by local authorities requesting the collaboration of public bodies, companies, associations, third sector bodies interested as partners in urban redevelopment interventions of modest value, in some cases not well identified or only territorially located and for which the local authority will formulate a request for funding in response to ministerial calls (MIMS, MIC, etc.) “.
“These are minimal amounts (altogether 165,000 for 736 interventions that add up to 4.9 million). An interesting challenge for the design sector called upon to respond, for example, to redevelop rural villages”.
Engineering and architecture services are on the rise, with + 155.7% on the 4th quarter of 2021, for an amount of 172.8 million (+ 82.4%); there are 123 calls for bids exceeding € 139,000 for a value of € 170.1 million, 98.4% of the total value.
The OICE data show that most of the resources went to healthcare construction which with 49 published calls (+ 276.9% compared to the last quarter of 2021) reaches 27.4% of the total calls.
The Regions are the most active contracting authorities with 46 calls for tenders for a total of services assigned equal to 50 million euros out of a total of 211, 24.0% of the total, confirming the central role they play in the implementation of the PNRR.
Over 60% of the total calls for engineering and architecture services are awarded using the criterion of the most economically advantageous offer (OEPV), for 164.8 million euros, and 59% are with open procedure.
