Telepainting in primary health care from March 1, 2021 will be available only to people between the age of 7 and 64 – it results from the draft amendment to the regulation of the minister of health on the provision of teleportation by POZ.
What is teleportation
Teleporada is a consultation with a doctor located in a different place than the patient. The doctor should be in the office or in a place where outsiders cannot hear him. The conversation is conducted by phone or using a video call application.
The doctor should then, based on the interview, prepare or supplement the patient’s medical records. As part of teleportation, the doctor can issue the necessary documents, such as a prescription, release, order or referral. He or she may also ask to come to the facility in person to complete the examination.
Due to the risk of coronavirus infection, the use of teleports was recommended, among others by the Ministry of Health, the National Health Fund and the Patient Ombudsman.
Abusing teleport advice
– Contrary to the fears of many experts, the health care system very quickly switched to teleporting in the era of Covid-19. We are even dealing with a kind of shift of the center of gravity in the other direction – said the Minister of Health Adam Niedzielski.
He stressed that the epidemic showed that “the abuse of teleporting may have negative consequences for the elderly and children.”
The minister also noted that in many cases telephone contact is the best form of contact with a doctor, an opportunity to collect an interview and assess the situation. However, he emphasized that this form of care should not be abused.
He also explained that the new standard concerns remote advice at POZ, not specialist advice, because the latter “are mostly provided in person in the office”.
Change of teleporting rules
Therefore, there will be a change in the rules for providing teleportation, making it available only to people from 7 to 64 years old.
“The above solution aims to eliminate the possibility of teleporting with regard to the most” sensitive “groups of patients, presenting intensified and varied health needs” – wrote in the regulation impact assessment.
At the same time, it was emphasized that the possibility of teleporting was maintained regardless of the patient’s age, when he needed an order for medical devices or prescriptions as part of continuing treatment, as well as a certificate not requiring the patient’s direct visit to the clinic.
The solution is to limit the situation in which the health condition of children and seniors deteriorates due to delayed diagnosis of the disease state and to ensure appropriate diagnostic and treatment procedures.
The regulations are to enter into force on March 1, 2021.
