
At the session held on June 1, 2023, the Government of Serbia adopted the Low Carbon Development Strategy of the Republic of Serbia for the period from 2023 to 2030 with projections until 2050.
The adoption of the Low Carbon Development Strategy is an obligation according to the Law on Climate Change, with the aim of determining the strategic directions of action and the public policy of reducing greenhouse gas emissions at the level of the entire economy. With the adoption of the Strategy, opportunities for additional development, modernization and increasing the competitiveness of the domestic economy have been opened, considering that economic growth and investments accompanied by low greenhouse gas emissions have become one of the demands of the international and European markets.
Mitigation measures, that is, reduction of greenhouse gas emissions, were selected based on the analysis of the potential for reducing greenhouse gas emissions, as well as the impact on social, economic and environmental protection parameters. Of the six developed scenarios, the Strategy recommends scenario M2 until 2030 (reduction of greenhouse gas emissions by 33.3% compared to 1990). The low-carbon development strategy served as the basis for the revision of the first Nationally Determined Contribution, in relation to which the national goal of reducing greenhouse gas emissions at the level of the entire economy was tripled to 33.3% by 2030 (compared to 1990 ).
The strategy therefore establishes the necessary strategic-political and legislative framework for the fight against climate change, which will be in accordance with the obligations of the Republic of Serbia, as a candidate for membership and a potential member of the EU, as well as the obligations under the Energy Community Treaty, while simultaneously fulfilling the obligations under the UN Framework Convention on climate change and the Paris Agreement.
