By mass testing of employees or requesting a solemn declaration of compliance with anti-coronavirus regulations, some companies have resolved the obligation not to leave employees who have returned from abroad from the workplace without a negative test on covid-19 from Friday. Other companies require employees to fill in an arrival form, an internal vaccination form or a test result, or to inform their superior about the trip abroad and the subsequent test. According to the Czech Chamber of Commerce, however, the employee is not obliged to inform the employer of the place of his leave.
Chamber spokesman Miroslav Diro said that an employee without the threat of a sanction can also state the fictitious address of his holiday. However, he runs the risk of being liable for any damage to his employer if it is shown that he has not complied with the measures and is responsible for extending the covid in the company. Mandatory testing after returning from abroad does not apply to fully vaccinated people and those who have had the disease in the last six months.
“Since we do not have the right to verify which of the employees spent their holidays abroad, we decided to collectively test the PCR tests of all employees after the end of the company-wide holiday,” said Kateřina Martykánová, a spokeswoman for the Kovárna Viva in Zlín. The company also planned a mass test on Friday to cover employees who are now returning from vacation. The fortnightly company-wide holiday in the company begins on July 26, and the company wants to offer employees PCR tests directly in the testing area even before joining it.
The BR Group, which operates in the industrial textiles, automotive and light engineering sectors, will not find out how and where employees will spend their holidays. However, employees will want affidavits from their companies that they will comply with the covid regulation after the leave. According to spokeswoman Ivana Gračková, they will submit the statements before leaving for her. “We assume that the employer is not entitled to investigate and find out how employees will spend their holidays or require reporting the place of leave. On the other hand, it is the employer’s duty to create safe conditions for work and against the introduction of illness into the workplace,” said the group’s CEO BR Group Petr Mitura.
Bosch Diesel from Jihlava will not register the places of holiday workers either. However, he expects employees to inform their superior about the trip abroad, to whom they will submit a negative test after returning from vacation. However, according to a representative of one of the company’s trade unions, Ladislav Melichar, several uncertainties remain, such as how to proceed if someone does not submit a negative test and has already used up all the leave.
The O2 operator has prepared a system for employees to return from vacation, where they will register in which country they are planning a vacation. Before returning, they will receive an e-mail in which they will have information on the next steps. According to Kateřina Mikšovská from the company’s press department, it may happen that people go on holiday to a country with a low risk of coronavirus infection, but during the holiday the risk of infection increases.
Food chains have also prepared for the new obligation regarding foreign holidays. For example, Albert employees will fill out an internal online form with a list of countries in which they have stayed for over 12 hours, and based on that, the company will communicate with them on how to properly comply with the regulations, said Albert Jiří Mareček, Albert’s business communications director. According to spokeswoman Aneta Turnovská, Globus has set up an internal system so that it has a solemn declaration from each employee within the set deadline. The online merchant Mall took the new obligation into account in the attendance system, in which office workers record negative tests. Employees from the operation must give a negative test to the manager when starting the first shift, said spokeswoman Pavla Hobíková.
It is similar in Komerční banka. According to spokesman Michal Teubner, all its employees, including external experts, will be obliged to record the test result, proof of illness or completed testing in an internal application.
From Friday, the employees of the ČEPS energy transmission system operator must report all foreign trips to the employer and, upon their return, provide proof of infectivity, Lukáš Hrabal told ČEPS on behalf of ČEPS. Employees at Orlen Unipetrol also have obligations to prove infectivity, which, according to spokesman Pavel Kaidl, also offers people returning from domestic leave the opportunity to test their self-test at the workplace. CEZ employees must prove that the conditions for entering the workplace have been met after returning from abroad via a new intranet record, and the manager must check this, said spokeswoman Alice Horáková.
For most large construction and development companies, the current regulation is nothing new. “We had similar rules. Every employee had to submit a negative test for covid after returning from a holiday outside the Czech Republic,” said Central Group spokesman Ondřej Šťastný. According to spokesman Vojtěch Kostiha, Metrostav is preparing an order from the CEO based on updated rules. “In the event of return from countries with low and medium risk (infection), employees will be admitted to the workplace, provided that they wear a respirator until the result of a facial test,” added Strabag spokeswoman Edita Novotná.
