Citizens gathered around 2 pm with the intention of protesting in front of the government, which is located on the square, but the building was surrounded by a fence, reports the portal 24UR.
Protesters said they were also protesting against all political parties that have led Slovenia in the last 30 years.
Several participants spoke at the gathering, demanding the immediate abolition of all measures and a return to normalcy, TV Slovenia reports.
The gathering was announced on social networks by the social initiative Maska dol with the message that the participants should remain calm and committed to peace, love, health and freedom.
Interior Minister Alojz Hoys had previously stated that the police would use water cannons if necessary and if participants became violent.
Restrictive measures are currently in force in Slovenia, which include a ban on gatherings, a ban on moving from one municipality to another.
