DSP Ilfov exceeds its responsibilities when it requests the online transfer of all schools in the county for 14 days, says the Minister of Education, Sorin Cîmpeanu.
Cîmpeanu claims that there are schools in localities in rural areas where the infection rate is low (different from schools in localities where the infection rate is very high). Also, there are very crowded schools where they learn in 2-3 shifts, with a maximum number of students in the class and there are schools where they learn in a single shift, with a small number of students in the class.
In addition, there are schools where there are no cases of infection among students and teachers and there are schools where there are dozens of cases of infection.
“There is no legal framework for generalized / undifferentiated online transition in a county. The decision is made by analyzing the situation at the level of each school. The DSP cannot be a substitute for schools, the CSI or the CJSU. DSP Ilfov exceeds its legal attributions, violates the CNSU Decision no. 76 and Joint Order 5338/2021 and replaces CJSU, ISJ and all educational units in Ilfov “, says the Minister of Education.
At the same time, Cîmpeanu says that he does not know that DSP has carried out an epidemiological investigation in each of the 270 educational units in Ilfov.
“In conclusion, the request of DSP Ilfov was made outside the legal framework, affecting the process of monitoring the development of the educational process and disrupting the functioning of the administrative mechanisms for managing the situation in the alert state”, adds Cîmpeanu.
Teodor Negulescu, the director of DSP Ilfov, declared, on Wednesday, at Digi 24, that he requested the online transfer of all the schools in the county for 14 days. He did not apply online for kindergartens and nurseries.
The request was made following the increase in incidence in Ilfov and due to the fact that in the county the vaccination rate is only close to 38%.
