Sánchez secures support for budgets without depending on ERC

MadridThe Congress of Deputies will approve the State budgets on Thursday, the third in a row, after PDECat and EH Bildu announced on Tuesday that they would vote favorably. Pedro Sánchez secured 175 votes and does not even need to wait for the ERC’s decision, which everything points to will also end up favoring yes, since Moncloa undertook to eliminate the crime of sedition from the Penal Code. The Republicans will presumably announce their support in the coming hours, but they prefer to remain in the dark. At the moment, in order to claim their role in the budget negotiations, they have announced an amendment agreed with the PSOE and Unides Podemos to guarantee that the 900 million euros that the State has pledged to invest in infrastructure works are actually implemented of the railway and road sector. They have not detailed whether the execution will depend directly on the Generalitat, whether the two governments will manage the works jointly or whether the Catalan executive will have a supervisory role.

ERC explains that the agreements signed provide for the execution of actions in the Maresme derived from the transfer of the N-II, with a multi-year contribution from the State of 384 million euros; works to improve the connectivity of the AP-2 and the AP-7, with a multi-year allocation that reaches 250 million euros; also the implementation of the Pyrenean axis with a multi-year item of 260 million euros. In addition, an agreement has been signed for the execution of interchanges between the state-owned railway network and that of the Generalitat. The agreement with ERC also includes a commitment for the transfer of the management of the Ebro delta, with the creation of a bipartite commission and a working table for the study of investments necessary for the conservation of the ‘natural space.

It has also agreed on other items: 40 million euros for the Barcelona Metropolitan Transport Authority, 60 million for Catalunya Media City, seven million for scientific research and 43 for energy transition actions in Mossos d’Esquadra buildings and renewal of the vehicle fleet. A further 24 million euros have been added for the autonomous communities which, in the Catalan case, will be allocated to the oral health plan included in the portfolio of the national health system.

Free state buses

The PDECat will support state budgets in exchange for free state-owned buses for all of Spain during 2023. An issue that will be included in the decree on measures to alleviate the effects of the war in Ukraine that should vote before the end of the year. The free use of these buses will be for all sections of the journey. The group’s spokesman, Ferran Bel, has also announced that they have managed to introduce eighty amendments to the budget project, which represents an expenditure of 40 million euros to allocate to the cultural, sports, third sector or scientific territory and research Thus, for example, 3.5 million will be allocated to the Barcelona Institute of Science and Technology to develop a hub of reference in precision medicine.

For its part, EH Bildu has requested from the Spanish government the extension throughout the year 2023 of the 2% limit on rent increases and the 15% increase in non-contributory pensions. This second measure will involve spending an additional 420 million euros. In addition, the item for those affected by thalidomide is increased by 12 million euros, 200 MIR places are added, traffic management will be transferred to Navarre before March 31, one million euros will be allocated to to the digitization of Basque radios and 250,000 euros for the promotion of the circus in Basque and a memorial will be created to the victims of the events of March 3, 1976 in Vitoria.

Thus, the Spanish government adds 120 votes from the PSOE, 34 from Unides Podem and that of Meri Pita – who left the group–, 6 from PNB, 5 from EH Bildu, 4 from PDECat, 3 from Més País i Compromís, 2 from the Canarian Coalition and 1 from the Regionalist Party of Cantabria. These 175 votes will always be higher than the 173 that the no block could get at the most with the PP and Vox at the head, adding Cs, Junts, the CUP, Navarra Suma and the hypothetical scenario of adding the 13 of ERC and that of Teruel Exists. The BNG has announced that it will abstain. The most likely, however, is that Sánchez will reach 188 by adding ERC.
