Regulation for the import of unprocessed precious metals: Permission up to 20 kilograms


The Communiqué of the Ministry of Treasury and Finance on the Amendment of the Communiqué No. 32 on the Protection of the Value of the Turkish Currency was published in the Official Gazette and entered into force. Accordingly, within the scope of the Inward Processing Regime (DIR) Decision by precious metals intermediary institutions, the standard unprocessed precious metals imported, including the imported ones, must be produced by the refineries in the refineries list published by Borsa İstanbul AŞ and bear the seal or name or emblem of the refinery where they are produced. .

Within the scope of the DIR Decision, it will be possible to import standard unprocessed precious metals, not exceeding 20 kilograms in each import transaction, by persons residing in Turkey who are not precious metals intermediary institutions. In these import transactions, at least, the standard unprocessed precious metal form (bullion/bar/granule), bullion/bar type, weight, number, refinery, and refinery country information must be declared to the customs administrations.

The sharing of data on unprocessed precious metal import transactions and inward processing permits will be carried out within the framework of the procedures and principles to be determined by the protocol to be signed between the Ministries of Treasury, Finance and Trade.

The Ministry of Treasury and Finance will be authorized to restrict the import of unprocessed precious metals on the basis of duration, amount, person, transaction and origin, to determine the conditions that importers must meet, the principles they will be obliged to comply with regarding registration schemes, their notifications to the Ministry, and the form and duration of these notifications.
