Record revenue collection: Citizen services did not get relief in two cities

The two city corporations of Dhaka have broken records in revenue collection. At the same time, suffering has increased in civil services. In the outgoing 2021-22 fiscal year, the two city corporations have collected 1,690 crore 7 lakh taka from various sectors. Coping with the three crises of Covid-19, conflict and climate change was a huge challenge, claimed corporations. On the other hand, the complaints of the Nagas are that they have to be subjected to extreme harassment in order to get civil services despite paying taxes on time.

The city corporations have collected more revenue than previous years in several sectors including house tax, trade license, transfer of immovable property, market rent, rickshaw license, lease of sacrificial animal stalls, road digging fee, community center rent, toilets, lease for parking, birth registration. In the fiscal year 2021-22, the revenue collected by the two city corporations from different sectors is 1 thousand 690 crore 7 lakh taka, North City Corporation has collected 820 crore 44 lakh taka in 25 sectors. The revenue collection of South City Corporation is slightly higher as compared to North.

On the other hand, the South City Corporation has collected a revenue of 879 crore 63 lakh taka from 33 sectors. The organization claims that the revenue of the South City has increased due to bringing 19 new sectors under tax in the fiscal year 2020-21 to increase income. In the previous financial year (2020-21), the two cities of Dhaka earned 1 thousand 514 crore 34 lakh taka. In that year, South City’s income of the two city corporations was Tk 703 crore 31 lakh, and North City’s income was Tk 811 crore 3 lakh.

The two city corporations earned the most money from the household sector. In the outgoing fiscal year, North City’s income from this sector was Tk 369 crore 57 lakh. The previous year was Tk 342 crore. South City Corporation has earned 324 crore 40 lakh taka in this sector. The previous year’s income was Tk 254 crore. In the meantime, the two corporations have approved the budget for the current financial year 2022-23. Dhaka North City Corporation (DNCC) has approved a budget of 5 thousand 48 crores on July 25. On July 26, Dhaka South City Corporation (DSCC) approved a budget of Tk 6,741.28 crore.

When asked to know, DNCC Mayor Atiqul Islam told Bhorer paper that by dealing with these three crises, Covid, conflict and climate change, Dhaka North City Corporation has collected about 800 crores of revenue in the last fiscal year 2021-22. It was a challenge for us. I think we succeeded. He said that the officials in the regional offices have been warned to reduce corruption and suffering. Besides, action is being taken against the accused.

In the budget approval meeting for the year 2022-23, DSCC Mayor Tapas said, I am very happy, with the tireless efforts of our councilors and officers, we have been able to lay the foundations of a better Dhaka in the last 2 years to meet the expectations of the people of Dhaka. Breaking the all-time history, we generated revenue of more than 879 crore rupees in the last financial year. We have turned a fragile corporation into a corporation trusted by the people of Dhaka in just two years.

The mayors of the two cities expressed relief over the collection of revenue, but the city dwellers complained of various difficulties in getting services throughout the year. They say, against the service, the city corporation is lagging behind in providing the service even though the money is collected from the people’s work on time. In this case, even if the revenue is collected in the field of road digging fees, pedestrians and passengers suffer on the road as these works are not completed on time. Most of the roads in Dhaka are under construction. In addition, the city dwellers gasped while doing the birth registration. In particular, the birth registration process in the capital was severely hampered due to server errors.
Although the server was available, most of the registered people’s profiles were missing. As a result, there was a pile of applications in the birth registration branch in 20 regional offices of two cities of Dhaka. Many people rush to Nagar Bhaban without getting any remedy at the regional office for birth registration for various urgent needs including school admission, traveling abroad. On behalf of the two cities, the Office of the Registrar General of Birth and Death Registration has been called but no remedy is available. To deal with the situation, DNCC has decided to transfer all activities related to birth registration to the councillors.

On the other hand, allegations of taking money against some dishonest officials to obtain trade licenses have also been proved. Last May, DNCC temporarily suspended an officer on charges of financial irregularities in Region-4 (Mirpur-10). On the other hand, DSCC sacked several people including Chief Revenue Officer Yusuf Ali Sardar, Licensing and Advertising Department Supervisor Iqbal Ahmed on charges of irregularities and corruption.

Hasnat Shaheen, a resident of Uttara, urged the corporation to be more focused on increasing the civic services of the people besides urging the city residents to collect revenue. He said, I had to go to Nagar Bhavan to correct the mistake in my mother’s birth certificate. The regional office said that there is a mistake in the spelling of the name in the registration. So first you have to correct the spelling of voter ID. After correcting the voter ID, it was said that the server is not working. Even after going to Nagar Bhaban for 1 week I did not get any solution.

Spokesman of DSCC about the steps taken by the City Corporation to provide services without suffering to the city dwellers. Abu Nacher said that they have taken two types of initiatives to reduce the suffering of the people. One is that one-stop centers have been introduced to ensure the use of technology by charging different fees. The second is that departmental action is being taken against officials who are involved in irregularities and corruption only if the allegations are proven.
