The Undersecretary for the Economy and Finance Sandra Savino said this yesterday in the Finance Commission of the Chamber, answering the question of the M5S deputy Emiliano Fenu who asked for news of the financial vehicle responsible for the purchase of substandard superbonus credits announced more than two months ago by the Government.
“With reference to the ‘creation of a specific financial vehicle’ responsible for the purchase of credits – said Savino -, this Ministry reiterates, in line with current legislation and with the rules governing state accounting, that no initiative has been undertaken in this sense directly by the public administration”.
“However, as a result of the information acquired, the company Enel X, in concert with some banking institutions, is working on the creation of a platform which, in compliance with current provisions, will proceed to support the purchase of credits from private operators and industrial. As far as we know, the complete operation of the platform is expected by September 2023in line with the envisaged timescales and the necessary authorizations for the purpose” – concluded the Undersecretary.
In the question, Fenu recalled that the Government, to favor the unblocking of the over 30 billion euro of problem superbonus creditshad proposed recourse to the private market through a specific financial vehicle, with the intervention of important players in the sector, companies owned by the MEF and Cassa depositi e prestiti. The proposed solution is a financial platform that purchases certified, liquid and collectable tax credits from a first assignee, and re-assigns them to third parties.
“On March 27, 2023 – Fenu underlined – Francesco Venturini, CEO of Enel X, speaking of the Government’s work on building credits, promptly highlighted the role that the company should have played in the management of substandard tax credits and, with reference to the timing , to be almost ready («… it is a matter of little and we will be able to give a decisive boost to the unblocking of the stranded decrees.»)».
Since then there has been no clear progress in the implementation of the Enel X platform. This silence has brought out the requests for updates which yesterday received a response from the MEF.
Superbonus credits, Ance asks for a 6-month extension
The alarm on stranded superbonus credits was raised again yesterday by Ance, the National Association of Builders, in a hearing at the Chamber’s Environment Commission, as part of the fact-finding survey on the environmental impact of building incentives.“Four months ago – said the Deputy Chairman Stefano Betti – the Revenue Agency had estimated problem loans at 19 billion euro. The trend of recent months has significantly increased the amount of problem loans, already today more than 30 billion eurosaccording to the calculations made known yesterday”.
“The amount of problem loans is growing and the platform solution proposed to the Government and Parliament two months ago is having difficulty taking off; it is therefore necessary that, immediately, the Parliament varies one extension of at least 6 months of the 110% operations in progressin order to give the operators time to conclude the interventions begun”.
