Presented a Constituent Debate that wants to be participatory, transversal and inclusive

Presentation of the Constituent Debate in Martorell

This Friday was presented at the Auditorium on Constituent Debat, a citizen participatory process that aims to establish a constitutional basis for a new political future for Catalonia. The event was organized by the coordinator of Enteses del Baix Llobregat, with the support of the ANC of Martorell. The regional coordinator of Les Enteses, Francesc Sánchez, and the coordinator of the ANC Martorell, Montse Valls, have encouraged everyone to take part. The journalist and director of Vilaweb, Vicent Partal, has started a debate on one of the seven main areas that make it up: political participation and the organization of power.

The Constituent Debate is based on the idea that in Catalan society there is a broad consensus to overcome the current regional framework. Through a participatory process, it is proposed to the whole of civil society to debate and vote on all the constituent areas to establish a constitutional basis.

The project was born from about a hundred Territorial Agreements -groups of people and associations of municipalities, sub-counties and counties-. Now, participatory citizen debates are set in motion based on a consensual wording “containing 144 questions, distributed in 7 different areas, so that people have the opportunity to define what the Constitution would be like ”, as Sánchez comments.

From entering and registering as a user in the Constituent Debate App, anyone can access the 144 questions and express their choice around topics such as the state model; language; rights; power organization; territorial organization; economic model; fiscal, financial and labor policy; territories; natural resources; company; defense, security and protection, among others. The aim is to “take a picture of what people want, what they consider essential”, explains Partal:

The Constituent Debate is the reaction “to a stagnant, closed and impossible to move Spanish political system, which is by no means one of the best in the world,” says the journalist, who cites as an example the Estonian model, where the parliament has more weight and where, for example, voters can withdraw a deputy who does not fulfill what he had promised ”.

Vicent Partal considers that “the future is unpredictable in how it will happen, and quite predictable in what will happen: this country will end up being an independent state, this is unstoppable. Another thing is how to get there, and it is very difficult to say “but it is clear that” the current situation is unsustainable “.

Once the results of the debate and voting of the points have been obtained, the last step of the Constituent Debate will be the convening of the Civic and Social Forum (FCS). This body will summarize the results, approve the forthcoming constituent proposals and decide how to present them publicly and solemnly to Parliament and its political forces. The organization calls for maximum participation in the Constituent Debate, “whether pro-independence or not” to achieve maximum plurality in choosing a state model.
