October 1 the first phase of the reform of the police system has been officially completed. Yesterday (October 11) the reforms were presented and approved by the Ministry of the Interior. During the first stage, the Police Department centralized the functions of document management, public procurement, personal service, immunity and internal investigation lawyers, pastoral care, completed the centralization of personnel administration, accounting functions, and partially centralized personal data protection functions.

Key facts related to the first phase of the transformation:

  • the jobs of the staff who agreed to the newly offered posts did not change – they remained physically in the premises of the police stations where they worked until 1 October. They work in remote workplaces;
  • the number of police officers directly affected by the restructuring, ie those who were offered new posts due to the abolition of the old ones, was around 580. No employee was affected by the restructuring;
  • the number of staff who disagreed with the new posts offered to them and left the police system was 13. This represents about 2.2% of all police staff affected by the first phase of the reform.

In preparation for the first stage of the transformation, periodic meetings were organized with the deputy heads of police institutions and heads of units, during which the problematic issues were promptly resolved. A unified system for the escalation and resolution of problems for all institutions has also been introduced, which will be maintained after 1 October.

Police Commissioner General Renatas Požėla welcomes this transformation and calls it a success story. “Approval for the transformation was received this year. m. on June 14, so in three and a half months the team did a very big and difficult job. For me, as a manager, the most important thing is that every employee was talked to, alternatives were offered to everyone and no one was fired at the initiative of the employer, ”says the police chief.

Also, the work organization of employees performing analogous functions has been unified, workloads have been balanced, and conditions have been created for the flexible use of specialists according to the need at the system level. At this stage, the functions and responsibilities of the Police Department and the structural units of the police institutions have been clarified, the administrative burden on the police institutions has been significantly reduced, and conditions for concentrating on ensuring effective police activities have been significantly improved.

At this stage, preparations have been made for further stages of the transformation of the Lithuanian police system. The second stage of the planned transformations in the police will be presented to the Ministry of the Interior in the near future.

A decision to increase next year’s salaries for all police officers will also be made in the near future.
