According to the public-private partnership agreement, which implies replacement of the existing street lighting with new, modern LED lighting, practical works started by a private partner have started Emporio team Belgrade. Bojan Ivković, energy manager of the city of Pirot, says that this is a project where he is the obligation of the private partner to invest its funds in the equipment and to maintain the entire system for a guaranteed period of 12 years.

– Maintenance means, above all, guaranteeing energy savings, quality of lighting and a certain percentage of correctness of lamps. The system of public lighting on the territory of Pirot, in relation to other local self-governments, is in a solid condition, but there is a lot of potential for improvement and thus we recognized that potential and started this project. We have several goals that we will achieve through the realization of this partnership. First of all, improving the quality of lighting, improving services around maximum maintenance and the effect of reducing electricity consumption. Public-private partnership implies obligations and rights of both partners. The motive of the public partner, in this case the city of Pirot, is to solve a communal problem by not engaging its funds, and the motive of the private partner is to make a financial profit by engaging its capital. If the project is properly realized, the satisfaction and benefits are mutual – said Ivković, it was announced on the portal Pirot City Administration.
The project involves the complete replacement of street lighting in the city and villages and individual weekend settlements. Public lighting related to the highway, loops, access roads and toll ramps is not under the jurisdiction of the city of Pirot and is not covered by this project.
The project manager, Nenad Nikolčić, says it will be almost 6,300 lamps were replaced, as well as measuring points for switching on, off and monitoring consumption.
– This is a project that is in some first phase, its value is around two million euros, but we will see in the implementation how much it will really cost us in the end. We already have experiences in other cities, we know what all this brought with it, it is nice that we are planning and that we have reached a certain figure, but we will see what will happen on the field. But what I can responsibly claim on behalf of the private partner is that everything will be done as we said, in record time, given that we have already had some problems due to the crown, delays in the delivery of lamps and materials. Five teams started working, we also depend on the weather conditions, but we have a plan to finish the city center by the end of the month and then to go to the surrounding villages. So, already lighting reconstruction should be completed in early September – said Nikolčić.
The first public-private partnership was realized by the city of Pirot in the field of heat supply, then in the field of transport, and this is the third type of public-private partnership that has started in this city.
