Suara.com – To achieve the vision of Golden Indonesia 2045, the government plans to carry out institutional transformation. One of the steps that will be taken is the simplification of regulations.
Bogat Widyatmoko, Deputy for Politics, Law, Defense and Security at the Ministry of National Development Planning/Bappenas, explained several steps that the government will take towards Indonesia Forward 2045. One of them is simplification of regulations, reform of the payroll system and retirement of civil servants, accelerating the eradication of corruption, and digitalization public service.
Bogat also mentioned his desire to overhaul the ASN salary system by implementing a single salary.
“By using a single salary instrument and an appropriate pension system,” explained Bogat in an FGD with Entrepreneurs in the 2024-2045 Preliminary RPJP Draft, quoted on Friday (2/6/2023).

In addition, the government also wants to strengthen political parties with integrity and increase meaningful civil society participation. All these steps will be carried out in stages.
The transformation of governance has become a game changer or major change, according to Bogat, especially in enforcing the law, eradicating corruption, and managing the State Civil Apparatus (ASN) or Civil Servants (PNS).
The previous discourse on implementing a single salary was conveyed by the Minister of Finance Sri Mulyani Indrawati in 2019.
The former World Bank official said that the single salary system must be reviewed first so as not to burden the state budget with gradual implementation.
“The state’s financial capability depends on the ability to collect state revenue. Therefore, this must be done in stages,” said Sri Mulyani at the time, as quoted on Wednesday (31/5/2023).
Based on data from the National Civil Service Agency (BKN), a single salary for all civil servants means eliminating the current benefits.
