The competent committee for health of the People’s Party believes that the proposed new Masterplan, a project of the Ministry of Health, will not only not improve the quality and accessibility of health care for citizens, nor solve the problem of lack of specialists and other staff, but will create additional confusion. , and even harmful solutions.
The reorganization of the health system of Serbia envisaged by the draft Master Plan is an attempt to solve the lack of staff as well as the lack of funds caused by inadequate disposal by transferring the entire health activity to the existing staff. This uncritical load would result in an additional outflow of experts. The fact is that it is increasingly difficult for citizens to get health care on time due to huge queues and remote deadlines, but the key to solving gaps in the system is finding solutions to increase the number of specialists, adequately stimulate them and keep them in domestic health. Unfortunately, there is no word about that in this document, which is the product of 13 round tables and 8 workshops.
The plan also envisages the merger or amalgamation of several health care institutions into one legal entity, such as the merger of some specialized hospitals with certain CBCs. The network thus becomes smaller but also less functional, because it additionally burdens doctors and at the same time reduces the quality of health care.
According to the draft Master Plan, it is envisaged that doctors of certain specialties from health centers “migrate” to hospitals, are on duty and work with bedridden patients, as well as at the same time cover health centers with consulting services. One of the harmful solutions contained in the draft Masterplan is the proposal to abolish, ie unreasonably merge student polyclinics in Belgrade, Novi Sad and Nis with health centers, which would lower the care for student health to a lower level. The competent committee for health of the People’s Party believes that the citizens of Serbia no longer have time for the cumbersome experiments of this government, which cost them equally much, both in economic and health terms.
