Italy asks Europe for money, assuring that it will be able to spend it in a short time, but in the meantime the Conte government in a year and a half failed to appoint the extraordinary commissioners of the “great strategic works for the country”, as it had defined them Palazzo Chigi in 2019 following the passing of the law decree establishing the “Morandi model”. Commissioners with special powers to accelerate fifty works worth 60 billion euros. The list of snail works has just arrived in the Transport Committee in the Chamber and only after the green light at Palazzo Montecitorio will the appointment of the commissioners arrive.
After more than a year and a half from the launch of the law decree establishing the figure of commissioners (June 2019) and four months after the umpteenth modification with the simplifications decree (which should simplify the law of commissioners to simplify the process of construction sites) in short nothing. In October, the Minister of Infrastructures Paola De Micheli asked Anas and Rfi to speed up some construction sites pending the appointment of super-commissioners, but most of the interventions are only on paper and in any case it is slow.
In this list of “strategic” works there is everything, even the eternal unfinished ones, such as a dam in the Catanese area started with a 1982 project: the Pietrarossa dam. In any case in this list there are works already financed in most cases for at least four years. Other than Recovery Fund and Nex generation, here it will take two or three generations to be able to see some of these infrastructures completed.
In the list of works to be commissioned there are for example the Ionian state road in the Calabrian section (3 billion euros), the Ragusa-Catania state road, another eternal unfinished for at least thirty years and for which 754 million have been allocated (half already between 1999 and 2007 ). And, again, the Umbrian-Laziale state road (466 million), the Salaria state road (1.1 billion), the Grosseto-Fano (2 billion), the Garganica state road (922 million). On the railway front, in the list arrived in commission in the Chamber, and therefore awaiting the appointment of a commissioner, there are the fast line Brescia-Padua-Verona (8.6 billion euros), the Fortezza-Verona line (4.9 billion billion) the high-speed Venice-Trieste (1.8 billion), doubling Genoa-Ventimiglia (1.5 billion), the high-speed Pescara-Bari, the Rome-Pescara line (2 billion), the Orte-Falconara upgrade (3.7 billion), Salerno-Reggio Calabria expansion (2 billion), Taranto-Potenza-Battipaglia expansion (1.4 billion), Codogno-Mantua doubling (1.3 billion), Pontremolese doubling (2.3 billion), Palermo-Catania-Messina (8.7 billion, some construction sites started). The list includes line C of the Rome metro (9 billion) under construction and partly still in the planning phase (stations in piazza Venezia and piazzale Clodio), but also dams, ports and waterfronts.
IIn short, there are 60 billion works that are still or are running slowly and if in a year and a half from the passing of the law there are still no commissioners, how will Italy ensure Europe that “everything will be fine” and that we will be able to spend not 60 but 203 billion euros in six years?
