Nursing benefits are unlikely to be temporarily included in income when assessing entitlement to benefits so that people do not lose them. These are mainly child allowances and housing allowances. The government’s amendment, which assumes this, was approved by the Chamber of Deputies on Friday in a state of legislative emergency. The pirates did not push through amendments that they said were intended to financially motivate people not to avoid quarantine or isolation in connection with the covid-19.
The government amendment concerns the extraordinary nursing home that people receive for the care of their descendants at the time of school closure. According to the Minister of Labor and Social Affairs Jana Maláčová (ČSSD), it may happen that the parent receives nursing allowance in the same month as the salary. The amendment is intended to prevent this concurrence from interfering negatively with other social benefits between January and September. It will now be considered by the Senate.
The chairwoman of the social committee, Jana Pastuchová from the YES coalition movement, described the draft as superfluous, although, as she stated, she respects that it is a government proposal. “We are going to make an alibi for officials so that they do not have to pay on time,” she said. According to her, it would be enough to shorten the time limit for the payment of nursing allowance.
The income for the recognition or assessment of social benefits will not include the remuneration of students who received a work order, for example in hospitals. This was enforced by the chairman of the People’s Party, Marian Jurečka, according to which the families of these students could otherwise lose their benefits or part of them. “If this was a single case, it would not be fair,” Jurečka emphasized.
The vote on its amendment divided the coalition YES and the CSSD. Unlike the Social Democrats, members of the government movement did not support it. The members of the KSČM, who tolerate the minority cabinet of the lower house, were not in favor either. It was approved by votes from other opposition parties and the CSSD.
The House rejected the Pirates’ proposals that people in covid quarantine or isolation would increase their sick pay from 60 to 80 percent, or pay compensation to 80 percent with state compensation to employers, or would receive a one-time 3,000 crowns. Financial incentives for people to remain in quarantine or isolation could help reduce the spread of coronavirus. “Many people cannot afford to be sick and not go to work,” said pirate MP Olga Richterová.
“I see no reason to choose one diagnosis that we will prefer,” Pastuchová said. According to Petr Beitl (ODS), higher compensation could endanger even those parts of the economy that work.
