Upheavals are coming to “New I saveAs a completely different philosophy is adopted in subsidies for “DIY” at home.
The logic of “whoever got… saw the state aid” is abandoned and a new scoring model is adopted. The application platform for the program is estimated to open at the end of October with the aid reaching up to 75% of the expenses that a household will make for the energy upgrade of its home.
Vangelis Dourakis writes
New category only for vulnerable households, introduction of social criteria for the disabled, large families and single parents, criterion of degree days, which takes into account the climatic conditions prevailing in each region, but also estimated annual energy savings based on the proposed , are just some of the innovations of “New Save”.
What changes in “New Save”
All these elements, as well as the income situation of a household, will essentially determine who are the beneficiaries of the subsidies for energy upgrade of a house, through a scoring system.
Which leaves a good trace of the past, the practices of previous cycles when the platform accepted an application depending on γρήγορα how quickly it was submitted, making the process somewhat perforated. After all, the first in – first serve system, which was in force in previous cycles, had found a way to be used by some offices as they had installed special software for automatic completion of applications and thus took the lead. In addition, for the most efficient absorption of funds, their distribution will be done per Regional Unit (prefecture) and not per Region as was done in the past.
Who will be the beneficiaries of “New Savings”
The status of the beneficiaries is also differentiated, as the beneficiaries can be only those who have a real right to the property which is their main residence.
- The number of applications per beneficiary is limited to one (1) application.
- Requests for interventions exclusively in common areas in apartment buildings are abolished.
- The Electronic Identity of the Building / Divided Property becomes mandatory and is subsidized under the Program.
- A shortlist is created to ensure the absorption of available resources and the increase of beneficiaries.
The income criteria for the savings of the Savings
The subsidy ranges from 40% to 75% of the total expenditure and in particular the subsidy rates for energy upgrade interventions are scaled as follows:
- For individual income up to 5,000 euros and family income up to 10,000 euros, a rate of 75%.
- From 5,000-10,000 euros individual and 10,000-20,000 family, 70%.
- From 10,000-20,000 euros individual and 20,000-30,000 euros family, percentage 55%.
- From 20,000-30,000 euros individual and 30,000-40,000 euros family, percentage 45%.
- From 30,000-50,000 euros individual and 40,000-60,000 euros family, percentage 40%.
Owners (those who have a right in rem) for their main residence or for a rented house used as a main residence can join the program. In the second case the subsidy is 40% regardless of income.
What applies to vulnerable households and the new I save
The maximum eligible investment budget is 0.9 euros per kilowatt hour of energy saved per square meter and 180 euros per square meter of the house (whichever is less) and with a maximum ceiling in each case of 28,000 euros.
A separate budget of € 100 million is being created for energy-vulnerable households through which – among other things – guarantees will be provided to banks in order to repay loans that will cover private investment.
Priority will be given to people with disabilities, single-parent families, the long-term unemployed, large families, low-income households, lower-energy buildings located in areas with higher heating needs and older structures.
