Kato’s position confirms that a US ally is trying to find methods to get his hands on the islands. They understand that the territory cannot be returned by military means, and they are trying to lure Moscow into an adventure where the Russian side will be forced to give up the land.

In addition, Japanese politicians play well on the theme of the islands. They use negotiations with the Russian side to increase their rating.
