The Committee of the National Council (NR) of the Slovak Republic for Culture and Media stated on Tuesday that the Council of Radio and Television of Slovakia (RTVS) did not fulfill its statutory obligations to oversee the economy, efficiency and effectiveness of RTVS public funds management.
The Media Committee thus responds to the conclusions of the report of the Supreme Audit Office (SAO), which it perceives as confirmation of the uneconomical and non-transparent management of the public institution and at the same time failure to ensure supervision by the RTVS Council. The broadcaster rejects the committee’s opinions, considering them to be a misinterpretation of the SAO’s conclusions.
The RTVS Contractualists’ Report, mapping the period 2018-2020, noted that telephony did not ensure a competitive environment when selecting new programs and insufficient control of its internal guidelines created an opportunity for subjective decisions that may not be the best when using public funds. The National Audit Office therefore concludes that RTVS has not demonstrated compliance with the Budgetary Rules Act.
The members of the parliamentary committee agree with these conclusions and point out the risk of uneconomical and inefficient use of public resources and the conflict with the law on budgetary responsibility. As they also blame the RTVS Council as a supervisory body, the resolution recommends that MEPs also adopt a resolution in the plenary of the National Council stating that the RTVS Council is not fulfilling its legal obligations.
RTVS does not agree with the conclusions of the parliamentary committee. “We consider the wording in the resolution to be a purposeful misinterpretation of the protocol on the result of the inspection,” said Andrea Pivarčiová, a spokeswoman for the public service media, to the RTVS management.

RTVS has promised to update its internal guidelines, but emphasizes that the final decision will always be on the shoulders of the responsible playwrights when creating the artistic concept. At the same time, the radio broadcast emphasizes that the SAO did not find a breach of the law that would lead to administrative proceedings.
