Martorell will have a new ordinance in October to regulate the use of personal mobility vehicles

Municipal Plenary July 2021

Martorell City Council will promote a new ordinance to regulate the use of personal mobility vehicles (VMP) on public roads. The new regulations have been agreed and approved by the five political parties in the council in plenary this July, and could enter into force this October. The municipal government is committed to deploying information and pedagogical campaigns related to the new regulations among all citizens.

The local government is thus taking a step forward to regulate the circulation of these vehicles with one or more wheels, a single seat and which are powered exclusively by electric motors, the best known of which are scooters. A measure that, as Mayor Xavier Fonollosa points out, “did not correspond to us, but to the Directorate General of Traffic (DGT), but it only made some recommendations earlier this year.”

Therefore, the local government considers that this new regulation on the public road is important: “it reaches energy-efficient, economical and very useful vehicles, but which are powered by an engine and this makes them acquire a certain speed.”

The new ordinance obliges VMP drivers to drive on the roadway and not on the sidewalks; to have a minimum age of 15 years; not being able to carry a companion; always respect the priority of pedestrians and maintain a minimum distance of 1.5 meters, the same as for facades. They will also not be able to talk on their mobile phones while driving, or wear headphones; they will be required to wear a protective helmet, bell, lights and reflective elements and to have civil liability insurance. This was detailed by the Councilor for Citizen Security, Mobility and Communication, Lluís Sagarra.

On the other hand, the ordinance will address “the safety of all those who share the road, especially in the case of pedestrians,” according to Sagarra, who added that this change, like the rest of this government team on the roads must increase road safety and the responsibility of VMP drivers to achieve a more civic, greener, safer and more mobile town ”.

The entire opposition blessed the new regulations. Remedios Márquez (PSC) called for this “to be accompanied by the maximum possible dissemination”, citing as an example “the publication of leaflets and the realization of road training days in schools”, and the adoption of corrective measures.

Laura Ruiz said that “at Movem Martorell we are concerned about how the regulations will be explained and that it will come into operation without having made a good awareness campaign with the active involvement of the Local Police”, and insisted on “being creative to reach drivers of VMP, so that they know the new regulations and that they do not go directly to the sanction ”.

The Republican Víctor de León highlighted the measure that “comes to give some order to what has so far been a chaos in the circulation of electric vehicles such as scooters, those that proliferate more and will grow exponentially in the coming years. It is necessary to adapt the city and the municipal ordinances to these new means of transport ”.

Citizens’ spokesman Juanjo Pérez had already presented a motion last year in favor of the new regulation, acknowledging that “it should have already been addressed by the nation’s government, from the DGT”. Pérez calls for a campaign to disseminate the content of the standard. The usual use we see in the streets has little to do with the modification of the ordinance in question.

The government team of Junts per Martorell, in the words of Mayor Fonollosa, will ensure pedagogy and information campaigns “that reach every house in Martorell.” He also called for “the Local Police and the Department of Youth to take timely action with young people to explain the new requirements for driving these vehicles” and added that “it is a job that we asked all citizens, and we thank the consensus and competition of all political forces ”.

According to Fonollosa, the final approval of this modification of the municipal ordinance of circulation of Martorell could take shape “next October”.

Other items on the agenda

At this Monday’s Plenary there was also consensus on agreeing on the two local holiday dates of 2022, which will be April 25 and August 16. Two motions were presented, approved unanimously: one presented by JxM and the PSC for the celebration of the European Week of Sustainable and Safe Mobility 2021. The other, a motion of the PSC -with amendments by JxM-, for to require the new government of the Generalitat to “resolve public policies and outstanding debts with municipalities and the local world”.

On the other hand, it was approved to allocate a cash balance of 713,627.18 euros -corresponding to the 2020 budget- to various items, including the 600,000 that will be allocated to works and improvements to buildings and Priavs. It was thanks to the favorable vote of the twelve councilors of the governing team. The nine who make up the opposition abstained.
