LIST OF RECOMMENDATIONS FOR SAVING POWER

The MINISTRY of Mining and Energy announced today that it has made recommendations for the state administration, local self-government units, state-owned enterprises, the economy and households, to reduce the consumption of electricity and heat.

Proposal of recommendations for taking measures in households in order to reduce the consumption of electricity and heat energy:

Savings on hot water:

– Using the water heater for hot water preparation only when needed, set the water heater thermostat to a heating temperature of up to 60°C;

Savings on cooling and heating devices:

– Setting the refrigerator at 4°C and the freezer at -18°C to ensure optimum consumption;
– reasonable use of heating devices in your home;
– during the day, use the sun as much as possible for lighting, as well as for heating the space in the heating season, and during the night lower the blinds and draw the curtains;
– do not cover the heating elements and devices with furniture or clothes, because that way they emit less heat.

Savings on washing machines and dishwashers:

– Use the dishwasher and laundry only when it is full, because it is much more energy efficient;
– avoid drying laundry in dryers, rather dry laundry in the air;
– you should use the program at lower washing temperatures, because this way you can save a significant amount of energy.

Saving energy when preparing food:

– You should cook in a covered container because this saves up to 20% of energy, you should also use containers that are proportional in size to the heating surface in order to avoid the loss of 20% of energy;
– when the water boils, the heating power of the pan should be reduced to the lowest possible temperature at which the water will continue to boil. In this way, up to 60% of energy can be saved;
– the most economical cooking is done in a pressure cooker, which reduces cooking time and consumed electricity by two to three times;
– by turning off the oven 10 minutes before the end of baking, you can save up to 20% of energy;
– when using the oven, it is preferable to open it as little as possible because every time the oven door is opened, 20% of the heat is lost.

Energy saving in lighting and other electrical devices:

– Turn off the lights in rooms that are not occupied;
– big savings can be achieved by replacing ordinary incandescent bulbs with LED metal-halide bulbs. These bulbs consume up to 10 times less energy than ordinary ones;
– turn off the computer after finishing work on it;
– disconnect the battery chargers from the sockets;
– replace old light bulbs with LED bulbs;
– regularly change filters on heating devices;
– turn off decorative lighting in residential buildings and family houses.

Space heating:

Recommended room temperatures:
– in case of sitting and staying longer, this temperature should be from 20 to 21°C;
– for the space where we sleep, 18°S;
– for rooms where no one stays during the day due to going to work or school, 16°S, and in the case of a longer absence, 10°S.

Purchase of device:

When buying household electrical appliances, you should pay attention to energy labels. Energy labels tell us about energy efficiency and energy consumption. You should buy devices with the highest energy efficiency class. On each label, you can see the energy efficiency label of the device in relation to the maximum energy efficiency that this type of device can consume.
Devices should be chosen in such a way that they correspond to the actual needs of the user, because oversized devices that will not work at full capacity use electricity unnecessarily.

Proposal of recommendations for reducing the consumption of electricity and thermal energy for the state administration, local self-government units, state enterprises, public institutions and the economy:

Public lighting – proposal of recommendations for competent managers of municipalities and cities:

– That local self-governments approach the reduction of public lighting installed on streets, squares and other facilities to the minimum level justified by security (reduction by 33%);
– to limit the operation of billboard lighting and illuminated advertisements wherever possible;
– to limit New Year’s lights to the period from December 15 to January 15;
– wherever possible, limit the use of floodlights at sports and other events with a tendency to organize sports events during the day;
– to urgently proceed with the transition to LED lighting.

Reduction of electricity and heat consumption by 15% compared to the same period in 2021/2022. – proposal of recommendations for managers in state administration bodies, state enterprises, public institutions and the economy:

– To appoint persons among their employees who will take care of reducing energy consumption, in accordance with all the mentioned recommendations, by applying frequent controls during working hours, and especially after the end of working hours, with the aim of reducing consumption by 15% compared to the same month last year years;
– to ensure that lighting is turned off after working hours in rooms where no one is staying;
– ensure that the objects/rooms that are heated/reheated in the premises have a maximum temperature of 20 degrees C, with the exception of hospitals, social welfare institutions, kindergartens and schools;
– to ensure the replacement of old mercury lamps with new LED lamps in public lighting and in buildings used by the public sector;
– to install intelligent energy consumption management systems;
– to invest in energy efficiency improvements in the sense of changing to energy efficient windows, improving insulation, improving the energy efficiency of the heating and cooling system;
– to ensure the installation of solar panels and solar collectors on the roofs of buildings that are owned or used by the authorities to which this recommendation applies;
– to ensure the transition from electric heating to another type of heating, and if it is not possible, where feasible, it should be switched to heat pump heating, that is, to inverter split-systems.

Proposal of recommendations for employees in state administration bodies, state enterprises, public institutions and the economy:

– Not to use lighting in interior rooms and offices in public buildings during the period when there is enough daylight, not to install dark curtains and objects that obscure natural light from the windows, not to lower the blinds during the day, to place desks so that they can use natural light , to turn off the lighting when no one is in the room;
– to use the stairs instead of the elevator;
– to print only the necessary documents in the necessary number of copies and to turn off all computers, printers and other devices after finishing work.

Proposal of recommendations for state enterprises and public institutions:

– Public enterprises in the energy sector (“Elektroprivreda Srbije”, Joint Stock Company “Elektromreza Srbije”, “Elektrodistribucija Srbije” doo, Public Company “Srbijagas”, Novi Sad, “Transportgas Srbija” doo, Novi Sad) to create a special plan for saving their own electricity consumption;
– JP EPS, AD EMS and EDS to make plans for reducing distribution and transmission network losses;
– that JP EPS stimulates the saving of electricity by considering the approval of an additional discount on the electricity bill to customers who reduce their monthly consumption compared to the same month of the previous year;
– that JP “Roads of Serbia”, JP “Airports of Serbia”, JP “Zeleznice Srbije”, JP “Skijališta Srbije”, as well as local public companies take measures to reduce energy consumption within their activities;
– JP EPS, together with large consumers, to approach the adjustment of electricity consumption and production plans;
– that JP EPS optimizes the start of operation of TE-TO;
– that JP EPS conducts additional market research and the application of other models for the procurement of electricity and coal;
– that heating plants consider optimizing the start date of the heating season;
– that the heating plants consider the activation of cogeneration plants for the production of electricity;
– that EDS and JP EPS facilitate the procedures for the connection of customers-producers to the electric power network.

Proposal of recommendations for the implementation of measures to raise public awareness of the importance of energy efficiency, rational use of energy and the use of renewable energy sources in order to reduce the consumption of electricity and heat

It is recommended that the RTS public service and other media that own a national frequency take the following measures, namely:

– To broadcast promotional videos in the field of energy efficiency and rational use of energy;
– in terms of increased viewership of media programs, ensure the participation of experts who, with useful advice and information, will influence the raising of citizens’ awareness of the need for energy transition – switching from fossil fuels to renewable energy sources (hereinafter: RES), ways to increase energy efficiency and rational use energy;
– promotional activities to acquire the status of buyer-producer (so-called prosumer) as an economic measure of savings for end customers, but also a measure to increase energy independence. In this sense, include good examples from the public and private sectors. Emphasize the importance of this measure in terms of reducing electricity imports – every green kilowatt from the roof of households and/or businesses means a smaller percentage of electricity imports, which today reach 13 times higher prices on the market than before the energy crisis;
– carry out other promotional activities in order to raise awareness about ways to increase energy efficiency and rational use of energy.

It is recommended that the public sector take the following measures:

– To ensure the education of its employees on the measures of efficient use of energy, ways of their application (it is possible to use the training developed by the Serbian Chamber of Commerce for janitors and employees in schools), as well as the use of RES;
– ensure the highlighting of educational material in the field of energy efficiency and rational use of energy in public places where a large number of citizens gather, especially in city transport buses, health centers and other suitable places that already have electronic devices that can be used to display electronic content ;
– in kindergartens, preschools and other educational institutions, provide education of children and students regarding the use of RES, rational use of energy and increase in energy efficiency.

It is recommended that energy entities take the following measures:

– To provide contact information and an email address with or on the invoice for the delivered energy, for each accounting period, where the end customer or consumer protection organization can obtain information about available measures to increase energy efficiency and a list of measures that can be taken in in order to save energy, as well as other data that may be important for efficient energy use;
– together with bills for energy consumption, they print and send flyers that promote and give recommendations for saving energy.
