Liability for drunk driving will be tightened even more

Deputy Prime Minister of the Russian Federation Marat Khusnullin instructed to prepare proposals for the introduction of criminal liability for drivers driving while intoxicated.

In addition, a single mechanism should be created in Russia to terminate or restrict a drunk driver’s right to drive all types of transport at once: wheeled (cars), self-propelled (special equipment), water, aviation and railway.

Other possible measures designed to combat drunkenness while driving include mandatory registration with drug dispensaries and life deprivation of rights for repeated violations.

According to the newspaper “Kommersant”, Ministry of Internal Affairs, Rosgvardia, Rostekhnadzor, State Inspection of Small Vessels Ministry of Emergency Situations and Rosaviatsia should prepare their proposals by November 1.

As Marat Khusnullin explained at a meeting of the government commission on road safety, the death rate on the roads with the participation of drunk drivers is decreasing at an insufficient rate. Meanwhile, it was found that in the majority of “drunken” road accidents that led to human casualties, the perpetrators of the accidents had more than one ppm of alcohol in their blood.

“Therefore, I have instructed to consider the possibility of toughening measures of responsibility, up to and including criminal punishment,” the Deputy Prime Minister emphasized.

Formerly the President of the Russian Federation Vladimir Putin urged to work to reduce the death rate in road accidents, noting that it is impossible on the roads “lose as many people as in hostilities“.
