it will facilitate PNRR investments

10/09/2021 – The public debate will facilitate investments financed with the resources of the PNRR and beyond. This is what emerged during the conference ‘The public debate on great works’, organized by the National Commission on the Public Debate (CNDP).

Public debate, the objectives

“I thought it appropriate to bring the public debate back to the center of the process of carrying out public works,” said the Minister of Sustainable Infrastructures and Mobility, Enrico Giovannini, in a video message sent to the conference. “The transformations taking place in our country require us to return a leading role to citizens. The public debate – he added – will help the institutions to decide on investments better and even more quickly than what has happened so far ”.

According to the president of the CNDP, Caterina Cittadino, the public debate for the large “will serve to make thoughtful choices that improve their quality and eliminate many disputes that have up to now represented the main reason for delays in the construction of the works of this country” .

Giuseppe Catalano, coordinator of the Mims Technical Mission Structure, reiterated that “the public debate in Italy represents a true Copernican revolution because it focuses on democratic consensus on the works, allowing us to intervene in good time on any design weaknesses“. Massimo Sessa, president of the Higher Council of Public Works who specified that “the public debate is fundamental to gather the social consensus on a work, but it must not become a technical debate”.

The president Cittadino added that the public debate will not only concern the works of the PNRR, but also the infrastructural interventions of an ordinary nature, according to the types and dimensional thresholds indicated by the legislation.

Public debate, the next steps

The Commission will adopt internal regulations to define the technical profile of the figure of the coordinator of the public debate and will activate training courses for the management of the Public Administration.

The first dossiers to be addressed by the National Commission of the Public Debate will concern the Railways projects on the works of the PNRR. “From now to December – said the CEO of Rfi, Vera Fiorani speaking at the conference – very important railway projects will be subjected to the public debate in front of which we are constructive, in order to be able to eventually follow up on all those improvements that they will be considered useful for the benefit of the community “.

Public debate, the comparison with the French system

The conference was attended by Ilaria Casillo, Italian and re-elected for the next five years in the French Commission of the Debat Publique. He explained that “the practice and social questions that have accompanied the development of this Institute have made it grow and consolidate also in France, so much so that since 2016 it has been made compulsory to join the CNDP”.

Casillo added that the Commission can fund alternative studies different from those of the proponents of the work, so much so that 60% of the projects have been modified and that overall the timing of the work has become faster. The Commission, Ilaria Casillo concluded, “is not a device of problem solving, But say problem setting, which serves to debate to better decide and sometimes even to abandon a project if deemed not useful “.

Public debate, the guidelines

We recall that, last June, the National Commission for Public Debate approved the Guideline Recommendation that regulate this institute.

In recent days, however, the Commission approved the Recommendation No. 2 on the shortened procedure for works for which public debate is mandatory. This is the list of 10 works contained in Annex IV to the PNRR Governance and Simplifications Law (L. 108/2021). In general, to ensure rapid implementation, the public debate must not last more than 45 days.

Since the DL on PNRR governance and simplifications has strengthened the public debate tool by expanding the audience of works for which it is mandatory, the Commission has launched a series of appointments to communicate the opportunities provided by the tool.
