The budget will suffer due to the announced incentive of 3,000 for those who have been vaccinated or will be vaccinated by May 31. In addition to the new borrowing, economic experts see the problem in the fact that the President of the state, Aleksandar Vučić, violates his constitutional powers with such an announcement. Economist and former NBS governor Dejan Soskic and editor of “Nova ekonomija” Ivana Pavlovic believe that it will cost us 3,000 dinars for vaccination.
– I am shocked that the President comes up with such proposals, considering that he does not have the budget funds of Serbia at his disposal to dispose of them as he wishes. His constitutional competencies, in my interpretation, do not include such a possibility – points out Šoškić and believes that people should not be stimulated to get vaccinated with money, but that it should be done primarily through education and awareness raising.
– It is not a way of spending budget funds, which I assume comes from some budget reserves. This is very problematic. We are already costing various allocations from the budget. As a country, we will have to take on additional debt. We are already on the path for our debt to GDP to exceed 60 percent, so that is not a good direction for our public debt. Such measures can only additionally burden the public finances of our country – believes Šoškić.
Ivana Pavlović from “Nova ekonomija” believes that the state will have to borrow in order to pay that money.
– We will probably spend part of the money if there is something left over from the sale of Komercijalna Banka, and we will have to borrow for the rest and return that money – Pavlović states.
It also raises the question of whether it is wise to give 3,000 to everyone or only to people who really have nothing to live on?
