Russian President Vladimir Putin instructed the government to implement the possibility of fixing traffic violations using a special application. Courts now often do not accept photographs and videos taken on mobile devices as evidence and therefore do not fine violators.

The government will have to ensure the development of a mobile application for fixing traffic violations by June 1, 2022. Thus, starting from this date, it will be possible to use a smartphone to inform the traffic police about motorists who commit violations. Probably, this application will be logged in using the “Gosuslug” account, and the photographs and videos taken will be verified (for example, with reference to the location and time of filming without the ability to change these data).

Earlier, the Supreme Court clarified that the telephone is not a means of automatic recording of offenses, therefore, fines issued on the basis of amateur photographs and videos should be considered illegal (except if there is evidence or the offender himself admits the fact of violation). If a police officer issues a fine on the basis of an amateur record, and it is canceled in court, he may suffer himself – for example, he will be subject to an official penalty or the Ministry of Justice will recover legal costs from him, which will be reimbursed to the driver who has proven his innocence.

In some regions, there are already applications through which you can send a complaint about drivers to the police. For example, in Moscow, since 2015, the Moscow Assistant application has been operating, in which you can complain, among other things, about incorrect parking.
