A soldier must be given a weapon to defend his homeland. It is obvious, but in practice it turns out to be difficult to implement. The question arises what kind of weapon it is, how much it should be – a tool which is a weapon, a soldier is to use to defend his homeland and it should be an effective defense. Therefore, before the order is given: to the battle!, the issuers of orders should determine not only the threats, but also what will be the method of defense, i.e. it must be accepted state defense strategy. Only then, when we consider how we will perform it, we should create armed forces and equip them appropriately. Regardless of what strategy we adopt, we must have cannons, tanks, planes, ships each time. How many there will be, it will be decided for what and how they will be used in the strategy, but first they just have to be, the types of weapons that the military must always have!

The minister decides

In Poland, we have a lot of problems with the military equipment. The basic one is that there is still no proper defense strategy (I have been talking about it for a long time and constantly). The necessary decisions are missing and the processes of making them are protracted. And in the case of weapons, which must also be had regardless of strategy, this is also not the best. In addition, defense experts note that despite the adopted plans to modernize the army and the purchases made, the army still has a large percentage of weapons and equipment from the times of the Polish People’s Republic.

There is a department – the Ministry of National Defense. The minister of defense should primarily take care of the arming and equipment of the army. The Ministry of National Defense is a specific ministry because the politician who heads it, having a huge budget at his disposal, has a stronger position than other members of the government. In addition, there are military rules of conduct at the Ministry of National Defense and, in accordance with the principle of one-man command, the department is also there ONE PERSON managed / commanded, and the minister is there de facto treated by the military as the highest “commander”. This in turn means that a lot depends on it, referring to the state of defense and the armed forces, military efficiency, training of soldiers, quality of command and armament. At the Ministry of National Defense, the minister, if he wishes and if he can, can decide basically about everything. That is why it is so important who becomes a minister, what knowledge, competence and will to act, what he knows and what he can do, is not influenced by lobbyists and careerists, and above all, whether he has – as Marshal Piłsudski pointed out – strategic thinking ability.

I am mentioned among the former defense ministers. Indeed, I spent several years in ministerial positions at the Ministry of National Defense. The chances of doing something as a minister were limited, however, when in 1992, for just two weeks, the “head” of the Ministry of National Defense. In 1997, after the elections won by Akcja Wyborcza Solidarność, theoretically I had a chance to become the defense ministry (I developed the AWS defense program), but my position turned out to be too weak and I ended up in the ungrateful role of the “first deputy” minister in the Ministry of National Defense. I had to tear my consent to whatever I was going to do, first from Onyszkiewicz and then Komorowski.

image The Krab 155 mm howitzer is finally entering service with the Polish Armed Forces, but it happens with a great delay. I introduced this gun in 2000, raising the need for arming the Polish Army with “Crabs” and I was criticized for this reason, “experts” said that the gun was unnecessary to us – it was also a pretext to slander me, forming suspicions of bribery.

Today, everyone assumes that from the point of view of our defense needs, the use of these guns on the modern battlefield is of great importance for our defense. It is worth showing how much pain it was necessary to go through so that the usefulness, indeed even the necessity of the 155 mm cannon-howitzers, found their way to the heads of the military.

In the case of armored weapons, the biggest mistake was to ignore the possibility of building a new tank with the Germans – I remember my conversation with representatives of German companies, especially the Rheinmetall representative expressed great interest in cooperation with the Polish armaments industry. Then, in 2001, together with Germany, we were able to construct a tank that would not only be a way to obtain advanced technologies, but also an interesting export offer, in which also Polish armaments plants, such as “BUMAR-ŁABĘDY” SA, would have their share. Too bad it was wasted.

Airplanes

The so-called generation denoting the level of combat capabilities of a given weapon. The next generations are more and more advanced, which also means that lower generation weapons on the battlefield are losing out to higher generation weapons. Generation IV / IV plus planes were in service at the time of the decision to purchase a multi-task aircraft. It included not only the post-Soviet Mig-29, but also the American F-16, the French Mirage and the newest Swedish-British Gripen. At that time, the Americans were working on the fifth generation JSF (Joint Strike Fighter), which today is the F-35 Lightning II, the successor to the F-16. What had to be done to effectively, also in financial terms, obtain the most modern aircraft?
