In the Kaliningrad region, a regional program “Increasing the mobility of labor resources” has been launched. They talked about it with the President of the Chamber of Commerce and Industry Sergei Katyrin at an exclusive online conference that took place in Rossiyskaya Gazeta.
The region compensates employers for the costs associated with the relocation and arrangement of the necessary specialists. In total, up to half a million rubles per employee. Among others, IT specialists, drug manufacturers, agrarians, shipbuilding and automotive enterprises can participate in the program.
The Kaliningrad authorities are confident that such a program will be relevant at the federal level as well. I would like to know your opinion, Sergey Nikolaevich. Does the country need a program to improve labor mobility? Perhaps not with this scenario, but with this approach.
Sergey Katyrin: The staffing problem in the pandemic has become one of the most acute for entrepreneurs. We have already said that some construction projects are on the verge of stopping, because workers from the near abroad cannot come to us. For the same reason, there are problems with the installation and launch of new equipment.
Together with the RUIE, we applied to the government. We have had enough, I would say, a bitter dispute, and is still going on with the Ministry of Internal Affairs about the law, according to which the employer is responsible for the person he invited. They aimed the law at combating crime, which affected most of our neighboring neighbors who enter without visas. But it turned out that it just hit those who come from far abroad on visas.
Will Kaliningrad’s experience be in demand in this situation?
Sergey Katyrin: I know about the Kaliningrad project. The goal is to use our own Russian personnel there. First, they try to fill vacancies with regional personnel – residents of Kaliningrad and the Kaliningrad region. And if there is no response, then they are already beginning to engage in inviting specialists from other regions.
In total, highly qualified workers came to the Kaliningrad region from 20 regions. These are highly demanded and highly paid specialists. Their salaries range from 70 to 200 thousand rubles. The project is very interesting. But it seems to me that here you still need to proceed from the capabilities of each region. And it is necessary to help with such programs those who have the least financial capabilities in order to master the support of personnel mobility. And, of course, to focus, as in Kaliningrad, first on the regional staff, then on the neighboring regions.
As for foreign specialists, one must understand that our budgets are neither regional nor federal – they are not rubber. And we will not be able to invite all the handymen to the construction site at the expense of the state, this is one hundred percent.
The investment attractiveness of the region depends on the solution of all these personnel problems.
Sergey Katyrin: Of course. The development of the economy, in addition to infrastructure support and tax incentives, requires the necessary labor resources. An investor will not come to a region if there are no necessary specialists with the necessary qualifications and in sufficient numbers.
For example, during the period of creation of production facilities, there is always a great demand for welders, concrete workers, masons, milling turners. Due to the rather high payback of agricultural projects, there is a shortage of agronomists, livestock technicians, veterinarians, and equipment setters that are used in the agro-industrial complex of any region.
