“If the National Territorial Commission of the Charter Fraud Act fails, the leader of the field will step in.”

The ruling and opposition parties decided that if the National Assembly’s Land, Infrastructure and Transport Committee decides that an agreement on the enactment of the Special Act on Charter Fraud Damage Support is not feasible, the floor leaders of both parties will come forward and come up with an agreement.

The Power of the People Yoon Jae-ok, floor leader, said at a brown bag meeting (a discussion meeting with lunch) held with reporters on the 11th, regarding the special law, “If it is not feasible at the standing committee level, the floor leadership will come forward and agree next week.”

Along with floor leader Yoon, Democratic Party floor leader Park Kwang-on agreed on this policy at a meeting presided over by National Assembly Speaker Kim Jin-pyo. The Power of the People Jang Dong-hyuk, a spokesman for the floor, met with reporters after attending the meeting of the floor leaders of both parties and said, “If consultations do not go well in the (National Territorial Commission) sub-committee, I think the leadership will negotiate next.”

In the meantime, the enactment of the special law was discussed at the National Territorial Committee’s Legislative Subcommittee, but an agreement was not reached as the ruling and opposition parties ran parallel over the issue of the return of deposits and the requirements for recognizing victims of charter fraud. In this regard, Rep. Maeng Seong-gyu, chairman of the special chairman of the Democratic Party’s charter fraud countermeasures, said, “For young people and newcomers to society, it is urgent to return even part of the deposit. We proposed a plan to return the deposit, such as buying bonds or applying the highest priority reimbursement, but we were still unsettled,” he criticized. In fact, at the National Land Committee Legislation Subcommittee the previous day, progress was made in the discussion toward expanding some of the victim recognition requirements from before, but it was reported that there was no progress on the method of returning the deposit.

It is said that the need for independent treatment was also raised within the Democratic Party due to the sluggish discussion. Seong-joo Kim, Senior Vice Chairman of the Policy Committee, met with reporters after an emergency press conference on the same day and said, “It is a desperate public livelihood bill, but the Democratic Party is worried about how long it will remain in the name of an agreement after being blocked by opposition from the government and the ruling party.”

However, in the case of the Special Act on Support for Damages from Jeonse Fraud, the key is to invest significant resources, so it is inevitably less effective to enforce the bill without cooperation from the government and the ruling party.

In this regard, Lee So-young, spokesperson for the Democratic Party, said, “Although the plan has not been finalized yet, there are some items that require financial input. However, since it cannot be increased and there is no authority to establish it, it should be seen that it is a little different in character from other bills (Special Act on Support for Damages from Chartered Rental Fraud).”
